JANUARY 8, 2009 4th DAY OF
THE JANUARY ADJOURN TERM

Administrative – Emergency Meeting
Called to order at 2:16 PM

Commissioners Present: Chuck Pennel, Danny Strahan, and Jim Strafuss

DIRECTOR OF BUILDING AND GROUNDS

Commissioner Strafuss said that due to the fact that some emergency
maintenance issues could arise, even in the next hour, it is necessary to appoint
a director of buildings and grounds now and not wait 24 hours or even 4 hours.

Commissioner Strafuss moved to appoint Tressa Luttrell as Director of Buildings
and Grounds. This includes the understanding that Tressa will retain her
purchasing coordinator duties, and that to facilitate her effectiveness in this new
position of director of buildings and grounds, that a new department of that name
be created and that Tressa move into a new office to be supplied by the County
Commission. Commissioner Strahan seconded the motion.

Discussion as to the urgency and necessity of doing this on an emergency basis
followed. The Commission agreed that the present supervisor needed to be
brought to the meeting and updated on the situation before making the
appointment. Commissioner Pennel explained that he did not think it needed to
be done on an emergency basis, but did think notification of the need to not call
for any repairs on warranted equipment was urgent information needed by all
employees.

Commissioner Strafuss called the question. The motion passed by vote: Strahan
(yes), Strafuss (yes), Pennel (no – because he doesn’t believe it is an
emergency).

Commissioners invited the present supervisor into the meeting and updated her
as to their decision. The Commission expressed that they were very pleased with
the present supervisor and her hard working accomplishments.

Commissioner Strafuss moved to recess. Commissioner Strahan seconded the
motion. The motion passed by vote: Pennel (yes), Strahan (yes), Strafuss (yes).
