Wednesday, April 12, 2023: After opening responses from all three (3) of the above listed companies, in
my absence, initial details were noted and documented by Road & Bridge Administrator, Devin Huff. Also
present was Jack Cole, Road & Bridge Supervisor. Response packages will be thoroughly reviewed by
Road & Bridge staff. An agenda request has been made, and approved, to deliver a formal
recommendation for award to the Taney County Commission on Monday, April 17, 2023.

Monday, April 17, 2023: After a thorough review, Empire Energy is disqualified due to not adhering to
bidding requirements (did not supply a W9, no signed Addendum and no winter blend cost). The
remaining two (2) responses were fully qualified and compliant with all bid requirements. The
recommendation is to award Offen Petroleum, Springfield, Missouri, as the Primary Supplier and
Petroleum Traders, Fort Wayne, Indiana, as the Secondary Supplier of this bid.

We hereby ask for a motion vote to award per the recommendations as outlined above.

After a brief discussion, the Taney County Commission voted to award Offen Petroleum, Springfield,
Missouri, as the Primary Supplier and Petroleum Traders, Fort Wayne, Indiana, as the Secondary
Supplier.

Subsequent agreements will be issued for an initial one (1) year period with three (3) renewal terms,
contingent on pricing at that time.
