NOVEMBER 30th, 2020 – 12th DAY OF
THE OCTOBER ADJOURN TERM

FORMAL AGENDA
The County Commission met in the Commission Hearing Room with Mike Scofield (present),
Brandon Williams (present), and Sheila Wyatt (present).

PUBLIC COMMENT
None.

CALL COUNTY COMMISSION MEETING TO ORDER
Presiding Commissioner Mike Scofield called the meeting to order at 9:02 a.m.

COMMISSION REMARKS
None.

APPROVAL OF ACCOUNTS PAYABLE
Commissioner Wyatt moved to approve Checks #461378 through Check #461466, and no
Warrants, Journal Entries or transfers. Commissioner Williams seconded the motion. The
motion passed by vote: Scofield (aye), Williams (aye), and Wyatt (aye).

APPROVAL OF PREVIOUS MEETING MINUTES
Commissioner Williams moved to approve the Regular Session Minutes for November 23rd,
2020 as presented this morning with corrections. Commissioner Wyatt seconded the motion.
The motion passed by vote: Scofield (aye), Williams (aye), and Wyatt (aye).

Commissioner Williams moved to approve the Executive Minutes for November 23rd, 2020.
Commissioner Wyatt seconded the motion. The motion passed by vote: Scofield (aye),
Williams (aye), and Wyatt (aye).

BID RECOMMENDATION FOR RECORDER OF DEEDS – COVID OFFICE
UPGRADES #202010-457
Jodi Stahl, Recorder, and Nikki Lawrence, Director of Purchasing/Legal Liaison, were present.

The Purchasing Department received zero bids, therefore no action was taken.

BID RECOMMENDATION FOR PLANNING AND ZONING – COVID OFFICE
UPGRADES #202010-459
Nikki Lawrence, Director of Purchasing/Legal Liaison, and Scott Starrett, Planning & Zoning
Administrator were present.

The Purchasing Department received zero bids, therefore no action was taken.

INTERGOVERNMENTAL AGREEMENT BETWEEN TANEY COUNTY AND THE
CITY OF FORSYTH FOR 911 DISPATCH SERVICES #20-125CM
Presiding Commissioner Scofield referenced a letter from their attorney.

Commissioner Williams moved to approve the Intergovernmental Agreement by and between
Taney County and City of Forsyth for 911 Dispatch Services. Commissioner Wyatt seconded the
motion. The motion passed by vote: Scofield (aye), Williams (aye), and Wyatt (aye).
MISSOURI HIGHWAY TRANSPORTATION COMMISSION FEDERAL LANDS
ACCESS PROGRAM AGREEMENT #20-120CM
Devin Huff, Road & Bridge Administrator was present. Presiding Commissioner Scofield
referenced a letter from their attorney.

Commissioner Wyatt moved to approve the Missouri Highway Transportation Commission
Federal Lands Access Program Agreement with Taney County. Commissioner Williams
seconded the motion. The motion passed by vote: Scofield (aye), Williams (aye), and Wyatt
(aye).
NOTICE OF RENEWAL FOR INDEPENDENT AUDITING SERVICES #20-126CM
Presiding Commissioner Scofield referenced a letter from their attorney.

Commissioner Williams moved to approve the Notice of Renewal for Independent Audit
Services by and between Taney County and KPM. Commissioner Wyatt seconded the motion.
The motion passed by vote: Scofield (aye), Williams (aye), and Wyatt (aye).

Wesley Shoemaker, Deputy Clerk, was present.

Commissioner Williams moved to approve Exhibit “A” dated November 30, 2020.
Commissioner Wyatt seconded the motion. The motion passed by vote: Scofield (aye),

HOUSEHOLD HAZARDOUS WASTE DISCUSSION
(Taney County Commission Conference Room)
Present: Presiding Commissioner Scofield, Commissioner Williams, and Commissioner Wyatt.

Also present: Scott Starrett, Planning & Zoning Administrator, Erick Roberts, Superintendent of
Solid Waste Department of Environmental Resources, (via tele-conference), Devin Huff, Road &
Bridge Administrator, Tim Church, Tri-Lakes News Reporter, and Kim Lovelace, Deputy Clerk.

Discussion ensued on hazardous waste.

Teleconference ended with Erick Roberts at 9:56 a.m.

RECESS: 10:01 A.M.

2021 PRELIMINARY BUDGET DISUSSION
(Taney County Commission Conference Room)
Present: Presiding Commissioner Scofield, Commissioner Williams, and Commissioner Wyatt.

Also Present: David Clark, County Auditor, Joanna Jasper, Auditing Specialist, and Kim
Lovelace, Deputy Clerk.

Donna Neeley, County Clerk, entered the meeting at 10:21 a.m.

Donna Neeley left the meeting at 10:23 a.m.

Jimmie Russell, Sheriff, Brad Daniels, Sheriff Elect, entered the meeting at 10:26 a.m.

Discussion ensued on budget.

RECESS: 12:02 P.M.

RECONVENE: 12:14 P.M.

Discussion ensued.

Jimmie Russell, Brad Daniels, and Joanna Jasper left the meeting at 1:05 p.m.
ACCOUNTS PAYABLE
Commissioner Wyatt moved to void Check #461320. Commissioner Williams seconded the
motion. The motion passed by vote: Scofield (aye), Williams (aye), and Wyatt (aye).

Commissioner Wyatt moved to approve Check #461624. Commissioner Williams seconded the
motion. The motion passed by vote: Scofield (aye), Williams (aye), and Wyatt (aye).

DAILY STAFF REVIEW AND AGENDA REQUEST:
Also present: Shanna Tilley, Administrative Assistant, David Clark, County Auditor, and Kim
Lovelace, Deputy Clerk, were present.

The commission met with their staff to review the day’s business and go over the agenda
requests.

ADJOURNMENT:
Commissioner Williams moved to adjourn. Commissioner Wyatt seconded the motion. The
motion passed by vote: Scofield (aye), Williams (aye), and Wyatt (aye).
