NOVEMBER 9, 2020 – 8th DAY OF
THE OCTOBER ADJOURN TERM
FORMAL AGENDA
The County Commission met in the Commission Conference Room with Mike Scofield
(present), Brandon Williams (via tele-conference), and Sheila Wyatt (present).
PUBLIC COMMENT
The following residents came before the Commission for Public Comment:
• Jim Harding – 4860 State Hwy T, Branson, MO – voiced concerns that the Assessor’s
Office is not showing transparency by covering up their window.
• Rex Wood, Mayor of Rockaway Beach, and Shawn Barry, Toth & Associates
Engineering, updated and thanked the Commission for their support in various projects.
• Duane Roesch – 341 River Point Rd, Hollister, MO – expressed concerns over a 14% real
estate tax assessment increase.
• Charlotte Roesch – 341 River Point Rd, Hollister, MO – expressed concerns over a 14%
real estate tax assessment increase.
CALL COUNTY COMMISSION MEETING TO ORDER
Presiding Commissioner Mike Scofield called the meeting to order at 9:16 a.m.

MONTHLY BUDGET REPORT
David Clark, County Auditor, presented the Monthly Budget Report to the Commission.
AUDITOR PRESENTING THE PRELIMINARY 2021 BUDGET
David Clark, County Auditor, presented the Preliminary 2021 Budget to the Commission.
APPROVAL OF ACCOUNTS PAYABLE
Commissioner Wyatt moved to approve Checks #461164 through Check #461179, and Checks
#461181 through Check #461204, Warrants #7507 through #7511 and Journal Entries #1, #2,
and #3. Commissioner Williams seconded the motion. The motion passed by vote: Scofield
(aye), Williams (aye), and Wyatt (aye).
Commissioner Wyatt left the meeting.
Presiding Commissioner Scofield moved to approve Checks #461180. Commissioner Williams
seconded the motion. The motion passed by vote: Scofield (aye), Williams (aye), and Wyatt
(absent).
Commissioner Wyatt entered the meeting.
David Clark, County Auditor, Susan Chapman, Assessor, Dawn Muller, Benefits, and Dawn
Bilyeu, A/P & Payroll, were present.
Discussion ensued.
Commissioner Williams moved to table the transfer request from General County Revenue to
Assessor’s Fund portion of Accounts Payable until the Assessor’s Discussion. Commissioner
Wyatt seconded the motion. The motion passed by vote: Scofield (aye), Williams (aye), and
Wyatt (aye).
APPROVAL OF PREVIOUS MEETING MINUTES
Commissioner Wyatt moved to approve the Regular Session Minutes for November 2nd, 2020.
Commissioner Williams seconded the motion. The motion passed by vote: Scofield (aye),
Williams (aye), and Wyatt (aye).
Commissioner Wyatt moved to approve the Executive Minutes for November 2nd, 2020.
Commissioner Williams seconded the motion. The motion passed by vote: Scofield (aye),
Williams (aye), and Wyatt (aye).
APPROVAL OF PAYROLL
Commissioner Wyatt moved to approve payroll. Commissioner Williams seconded the motion.

BID RECOMMENDATION AND LETTER OF RECOMMENDATION FOR TANEY
COUNTY PARKING GARAGE PROJECT #3897.08
Jason Sivils, Great River Engineering, was present.
Commissioner Wyatt moved to accept Carson Mitchell, LLC as the contractor to perform the
work for the Parking Garage Project #3897.08. Commissioner Williams seconded the motion.
The motion passed by vote: Scofield (aye), Williams (aye), and Wyatt (aye).
MARRIAGE AND DISSOLUTION FEES/DOMESTIC VIOLENCE SHELTER FUND
Melanie Smith, Treasurer, was present.
Commissioner Wyatt moved to accept the Crisis Center as the recipient of the Marriage and
Dissolution Fees given by the County Treasurer. Commissioner Williams seconded the motion.
The motion passed by vote: Scofield (aye), Williams (aye), and Wyatt (aye).
DISCUSSION OF PAYROLL ON HOLIDAYS
Melanie Smith, Treasurer, was present.
Commissioner Wyatt moved to move the last payroll of the year to December 23, 2020 as
suggested by the County Treasurer. Commissioner Williams seconded the motion. The motion
passed by vote: Scofield (aye), Williams (aye), and Wyatt (aye).
MUTUAL AID AND POLICE SERVICES AGREEMENT (BRANSON, FORSYTH,
HOLLISTER, MERRIAM WOODS AND ROCKAWAY BEACH) #20-119S
Jimmie Russell, Sheriff, was present. Presiding Commissioner Scofield referenced a letter from
their attorney.
Commissioner Wyatt moved to approve the Inter-Governmental Agreement of Mutual Aid and
Police Services between Taney County, Taney County Sheriff’s Department and the City of
Branson, Missouri Police Department. Commissioner Williams seconded the motion. The
motion passed by vote: Scofield (aye), Williams (aye), and Wyatt (aye).
Commissioner Wyatt moved to approve the Inter-Governmental Agreement of Mutual Aid and
Police Services between Taney County, Taney County Sheriff’s Department and the City of
Forsyth, Missouri Police Department. Commissioner Williams seconded the motion. The
motion passed by vote: Scofield (aye), Williams (aye), and Wyatt (aye).
Commissioner Wyatt moved to approve the Inter-Governmental Agreement of Mutual Aid and
Police Services Agreement between Taney County, Taney County Sheriff’s Department and the
City of Hollister, Missouri Police Department. Commissioner Williams seconded the motion.

Commissioner Wyatt moved to approve the Inter-Governmental Agreement of Mutual Aid and
Police Services between Taney County, Taney County Sheriff’s Department and the City of
Merriam Woods, Missouri Police Department. Commissioner Williams seconded the motion.

Police Services between Taney County, Taney County Sheriff’s Department and the City of

AGREEMENT FOR 2020 DODGE DURANGO PURSUIT AWD SUV’S (4 OR MORE)

Commissioner Wyatt moved to approve the Agreement for 2020 Dodge Durango Pursuit #20-
118S between Behlmann Chrysler Dodge Jeep Ram and Taney County. Commissioner Williams
seconded the motion. The motion passed by vote: Scofield (aye), Williams (aye), and Wyatt
(aye).
AGREEMENT FOR BODY SCANNER #20-117S
Jimmie Russell, Sheriff, was present. Presiding Commissioner Scofield referenced a letter from
their attorney.
Commissioner Wyatt moved to approve the Agreement for Body Scanner between S & R
Investments of VA, LLC and Tek84, Inc., and Taney County. Commissioner Williams seconded
the motion. The motion passed by vote: Scofield (aye), Williams (aye), and Wyatt (aye).
ASSESSOR’S OFFICE MODIFICATION (ADDING WINDOWS TO ASSIST THE
PUBLIC)
Susan Chapman, Assessor, and Scott Terpening, Building & Grounds, were present.
Presiding Commissioner Scofield moved to allow the requested windows to be added to the
Assessor’s Office. Commissioner Williams seconded the motion. The motion passed by vote:
Scofield (aye), Williams (aye), and Wyatt (nay).
ASSESSOR’S REQUEST TO PURCHASE (2) VEHICLES
Susan Chapman, Assessor, and David Clark, County Auditor, were present.
Commissioner Williams moved to deny the transfer request from General County Revenue to the

UNIVERSITY OF MISSOURI EXTENSION UPDATE
Willa Williams, Community Engagement Specialist in 4-H Youth Development, updated the
Commission on various Extension programs.
