FORMAL AGENDA
The County Commission met in the Commission Hearing Room with Mike Scofield (present),
Brandon Williams (present), and Sheila Wyatt (present).

PUBLIC COMMENT

CALL COUNTY COMMISSION MEETING TO ORDER
Presiding Commissioner Mike Scofield called the meeting to order at 9:04 a.m.

COMMISSION REMARKS
None

APPROVAL OF ACCOUNTS PAYABLE
Commissioner Wyatt moved to approve Checks #460840 through Check #460857 and Checks
#460859 through Check #460887, Warrants #7490 through #7494 and one Journal Entry or
Transfer. Commissioner Williams seconded the motion. The motion passed by vote: Scofield
(aye), Williams (aye), and Wyatt (aye).

Commissioner Wyatt left the meeting.

Commissioner Williams moved to approve Check #460858. Presiding Commissioner Scofield
seconded the motion. The motion passed by vote: Scofield (aye), Williams (aye), and Wyatt
(absent).

Commissioner Wyatt entered the meeting.

APPROVAL OF PAYROLL
Commissioner Williams moved to approve Payroll. Commissioner Wyatt seconded the motion.
The motion passed by vote: Scofield (aye), Williams (aye), and Wyatt (aye).

APPROVAL OF PREVIOUS MEETING MINUTES
Commissioner Wyatt moved to approve the Regular Session Minutes for October 5th, 2020
Commissioner Williams seconded the motion. The motion passed by vote: Scofield (aye),
Williams (aye), and Wyatt (aye).

Commissioner Williams moved to approve the Executive Session Minutes for October 5th, 2020
with corrections. Commissioner Wyatt seconded the motion. The motion passed by vote:
Scofield (aye), Williams (aye), and Wyatt (aye).

Commissioner Williams moved to approve the Executive Session Minutes for October 7th, 2020.
Commissioner Wyatt seconded the motion. The motion passed by vote: Scofield (aye),
Williams (aye), and Wyatt (aye).

MONTHLY BUDGET REPORT
David Clark, County Auditor, presented the Monthly Budget Report to the Commission.
SOUTHWEST MISSOURI SOLID WASTE MANAGEMENT DISTRICT N LETTER OF
SUPPORT
Scott Starrett, Planning and Zoning Administrator, was present.

Commissioner Williams moved to approve and allow Presiding Commissioner Scofield to sign
the Southwest Missouri Solid Waste Management District N Letter of Support. Commissioner
Wyatt seconded the motion. The motion passed by vote: Scofield (aye), Williams (aye), and
Wyatt (aye).

AGREEMENT FOR HYDRAULIC HAMMER #20-109RB
Presiding Commissioner Scofield referenced a letter from their attorney.

Commissioner Williams moved to approve the Agreement for Hydraulic Hammer by and
between Fabick Caterpillar and Taney County. Commissioner Wyatt seconded the motion. The
motion passed by vote: Scofield (aye), Williams (aye), and Wyatt (aye).
AGREEMENT FOR UV-C AIR & SURFACE DISINFECTION LAMPS (7) #20-111CM
Presiding Commissioner Scofield referenced a letter from their attorney.

Commissioner Williams moved to approve the Agreement for UV-C Air & Surface Disinfection
Lamps by and between Taney County and Neal Zeid/EA Medical, LLC. Commissioner Wyatt
seconded the motion. The motion passed by vote: Scofield (aye), Williams (aye), and Wyatt
(aye).

OLLIS | AKERS | ARNEY UPDATE AND 12/31 RENEWAL
John Akers, Ollis/Akers/Arney Insurance Counselor, was present

Commissioner Williams moved to approve the Renewal with Dearborn Life Insurance starting
January 1, 2021 through January 1, 2023 as presented. Commissioner Wyatt seconded the
motion. The motion passed by vote: Scofield (aye), Williams (aye), and Wyatt (aye).

Commissioner Williams moved to approve the Renewal for Met Life for Dental and Vision.
Commissioner Wyatt seconded the motion. The motion passed by vote: Scofield (aye),
Williams (aye), and Wyatt (aye).

Commissioner Wyatt moved to continue with Cox Health Plan for another year with the 5% ratio
increase. Commissioner Williams seconded the motion with discussion. The motion passed by
vote: Scofield (aye), Williams (aye), and Wyatt (aye).

PUBLIC HEARING – 9.2 POLICIES FOR EASTERN TANEY COUNTY, 9.2.4 LAND-
USE COMPATIBILITY, RELATIVE POLICIES, (B) USE COMPATIBILITY OF THE
TANEY COUNTY DEVELOPMENT GUIDANCE CODE BOOK
Scott Starrett, Planning and Zoning Administrator, was present.

The following citizens appeared before the Commission in regards to the property of 256 Ruby’s
Rest, Reeds Spring, MO:

Commissioner Williams moved to take the matter under advisement in order for and to consider
and render a written decision. Commissioner Wyatt seconded the motion with discussion. The
motion passed by vote: Scofield (aye), Williams (aye), and Wyatt (aye).

COURT ORDERS
Andy Adams, County Deputy Assessor, Kenny Davis, Field Assessor, and Wesley Shoemaker,
Deputy Clerk, were present.

Commissioner Williams moved to approve Exhibit “A” dated October 13, 2020. Commissioner
Wyatt seconded the motion with a question. The motion passed by vote: Scofield (aye), Williams
(aye) and Wyatt (aye).

The commission met with their staff to review the day’s business and go over the agenda
requests.
