SEPTEMBER 14TH, 2020 – 15th DAY OF
THE JULY ADJOURN TERM
FORMAL AGENDA
The County Commission met in the Commission Hearing Room with Mike Scofield (present),
Brandon Williams (present), and Sheila Wyatt (present).
PUBLIC COMMENT
None.
CALL COUNTY COMMISSION MEETING TO ORDER
Presiding Commissioner Mike Scofield called the meeting to order at 9:01 a.m.
COMMISSION REMARKS
Commissioner Wyatt noted that in a meeting, Secretary of State, Jay Ashcroft has encouraged
voters not to vote by Mail In, and to tell everyone that you know. If you want to be certain that
your vote is counted, go to the polls. If someone is unable to go to the polls, then they may vote
absentee.
MONTHLY BUDGET REPORT
David Clark, County Auditor, presented the August 2020 Monthly Budget Report.
APPROVAL OF ACCOUNTS PAYABLE
Commissioner Williams moved to approve Checks #460561 through Check #460617, no
Warrants and two Journal Entries or Transfers. Commissioner Wyatt seconded the motion. The
motion passed by vote: Scofield (aye), Williams (aye), and Wyatt (aye).
APPROVAL OF PREVIOUS MEETING MINUTES
Commissioner Williams moved to approve the Regular Session Minutes for September 8th, 2020
and September 9th, 2020. Commissioner Wyatt seconded the motion. The motion passed by
vote: Scofield (aye), Williams (aye), and Wyatt (aye).
APPROVAL OF PAYROLL
Commissioner Wyatt moved to approve payroll. Commissioner Williams seconded the motion.
The motion passed by vote: Scofield (aye), Williams (aye), and Wyatt (aye).
BID RECOMMENDATION FOR COVID MAIL – IN ABSENTEE ENVELOPES
#202008-455
Wesley Shoemaker, Deputy Clerk, and Nikki Lawrence, Purchasing Director and Legal Liaison,
were present.
Commissioner Williams moved to award Bid #202008-455 to Elkins Swyers of Springfield,
Missouri. Commissioner Wyatt seconded the motion. The motion passed by vote: Scofield
(aye), Williams (aye), and Wyatt (aye).
UNIVERSITY OF MISSOURI EXTENSION UPDATE
Willa Williams, 4-H Community Engagement Specialist, updated the Commission on various
Extension programs.
CENTURY FARM PRESENTATION
Willa Williams, 4-H Community Engagement Specialist, presented a Century Farm Sign and
certificate to the David & Kathy Lowry Family Farm established 1911.

Present: Presiding Commissioner Scofield, Commissioner Williams and Commissioner Wyatt.
Also present: Shanna Tilley, Administrative Assistant, was present.
The commission met with their staff to review the day’s business and go over the agenda
requests.

Commissioner Williams moved to adjourn. Commissioner Wyatt seconded the motion. The
motion passed by vote: Scofield (aye), Williams (aye), and Wyatt (aye).
