THE APRIL ADJOURN TERM

FORMAL AGENDA
The County Commission met in the Commission Hearing Room with Mike Scofield (present),
Brandon Williams (present), and Sheila Wyatt (present).

CALL COUNTY COMMISSION MEETING TO ORDER
Presiding Commissioner Mike Scofield called the meeting to order at 9:03 a.m.

COMMISSION REMARKS
None.

MONTHLY BUDGET REPORT
David Clark, Auditor, presented the May 2020 Monthly Budget Report to the Commission.

APPROVAL OF ACCOUNTS PAYABLE
Commissioner Wyatt moved to approve Checks #459337 through Check #459358, Checks
#459360 through Check #459409, Warrants #7412 through Warrant #7416 and one Journal
Entries or Transfers. Commissioner Williams seconded the motion with discussion. The motion
passed by vote: Scofield (aye), Williams (aye) and Wyatt (aye).

Commissioner Sheila Wyatt left the meeting at 9:07 a.m.

Commissioner Williams moved to approve Check #459359. Presiding Commissioner Scofield
seconded the motion with discussion. The motion passed by vote: Scofield (aye), Williams (aye)
and Wyatt (absent).

Commissioner Sheila Wyatt entered the meeting at 9:07 a.m.

APPROVAL OF PREVIOUS MEETING MINUTES
Commissioner Williams moved to approve Regular Session Minutes from May 20th, 2020, May
27th, 2020 and June 1st, 2020. Commissioner Wyatt seconded the motion. Commissioner
Williams revised his motion to exclude May 27th, 2020. Commissioner Wyatt revised her
second to exclude May 27th, 2020. The motion passed by vote: Scofield (aye), Williams (aye)
and Wyatt (aye).

Commissioner Williams moved to approve Regular Session Minutes from May 27th, 2020.
Commissioner Wyatt seconded the motion. The motion passed by vote: Scofield (abstain),
Williams (aye) and Wyatt (aye).

Commissioner Williams moved to approve Executive Session Minutes from June 1st, 2020.
Commissioner Wyatt seconded the motion. The motion passed by vote: Scofield (aye), Williams
(aye) and Wyatt (aye).

Commissioner Williams moved to approve Executive Session Minutes from May 27th, 2020 with
corrections. Commissioner Wyatt seconded the motion. The motion passed by vote: Scofield
(abstain), Williams (aye) and Wyatt (aye).
APPROVAL OF PAYROLL
Commissioner Wyatt moved to approve payroll. Commissioner Williams seconded the motion
with discussion. The motion passed by vote: Scofield (aye), Williams (aye) and Wyatt (aye).

BID RECOMMENDATION FOR COUNTY ROAD SIGNS #202005-448
Devin Huff, Road & Bridge Administrator, and Nikki Lawrence, Director of Purchasing/Legal
Liaison, were present.

Commissioner Williams moved to award Bid #202005-448 to Newman Signs, Incorporated as
(Primary), Missouri Department of Corrections/Missouri Vocational Enterprises as (Secondary),
and Osborn Associates, Incorporated as (Tertiary). Commissioner Wyatt seconded the motion.
The motion passed by vote: Scofield (aye), Williams (aye) and Wyatt (aye).

BID RECOMMENDATION FOR TAX MANAGEMENT SOFTWARE #202005-450
Mona Cope, Collector, and Nikki Lawrence, Director of Purchasing/Legal Liaison, were present.

Commissioner Williams moved to award Bid #202005-450 to Ulrich Software, Incorporated out
of Nixa, Missouri. Commissioner Wyatt seconded the motion with discussion. The motion
passed by vote: Scofield (aye), Williams (aye) and Wyatt (aye).

DEVELOPMENTAL CONNECTIONS/S-40 UPDATE – TROY RASMUSSEN
Troy Rasmussen, Developmental Connections/S-40 Executive Director, presented an update on
various programs.

NOTICE FOR REWAL FOR MECHANIC SERVICES
Devin Huff, Road & Bridge Administrator, was present. Presiding Commissioner Scofield
referenced a letter from their attorney.

FABICK CAT (PRIMARY) #20-060RB(A)
Commissioner Williams moved to approve the Notice of Renewal for Mechanic Services by and
between Fabick Caterpillar and Taney County. Commissioner Wyatt seconded the motion. The
motion passed by vote: Scofield (aye), Williams (aye) and Wyatt (aye).
MURPHY TRACTOR & EQUIPMENT (SECONDARY) #20-060RB(B)
Commissioner Williams moved to approve the Notice of Renewal for Mechanic Services by and
between Murphy Tractor & Equipment and Taney County. Commissioner Wyatt seconded the
motion. The motion passed by vote: Scofield (aye), Williams (aye) and Wyatt (aye).
AGREEMENT FOR MODIFIED AGGREGATE QUICK SET #20-062RB
DISCUSSION OF OLD/DAMAGED PROPERTY
Devin Huff, Road & Bridge Administrator, was present. Presiding Commissioner Scofield
referenced a letter from their attorney.

Commissioner Williams moved to approve the Agreement for Modified Aggregate Quick Set by
and between Taney County and Donelson Construction Company. Commissioner Wyatt
seconded the motion. The motion passed by vote: Scofield (aye), Williams (aye) and Wyatt
(aye).

AGREEMENT FOR BALLISTIC HELMETS/EMERGENCY PURCHASE #20-056S
Commissioner Williams moved to table the Agreement for Ballistic Helmets and Emergency
Purchase to right before the Discussion for the Drive Thru Election. Commissioner Wyatt
seconded the motion. The motion passed by vote: Scofield (aye), Williams (aye) and Wyatt
(aye).

SET-UP AND MONITORING AGREEMENT – NEW #20-033RB
Devin Huff, Road & Bridge Administrator, was present.

Commissioner Williams moved to approve the updated Set-Up and Monitoring Agreement by
and between Taney County and Western States Fire Protection. Commissioner Wyatt seconded
the motion. The motion passed by vote: Scofield (aye), Williams (aye) and Wyatt (aye).
COURT ORDERS
Chuck Pennel, Assessor, was present.

Commissioner Williams moved to approve Exhibit “A” (#205939) dated June 8, 2020.
Commissioner Wyatt seconded the motion. The motion passed by vote: Scofield (aye), Williams
(aye) and Wyatt (aye).

Jimmie Russell, Sheriff, was present via tele-conference.

Commissioner Sheila Wyatt left the meeting at 9:49 a.m.

Commissioner Williams moved to approve the Agreement for Ballistic Helmets File #20-056S
by and between Taney County and Hard Head Veterans LLC. Presiding Commissioner Scofield
seconded the motion. The motion passed by vote: Scofield (aye), Williams (aye) and Wyatt
(absent).

DISCUSSION OF DRIVE THRU ELECTION
Jimmie Russell, Sheriff, was present via tele-conference.

Discussion ensued.

Present: Presiding Commissioner Scofield, Commissioner Williams and Commissioner Wyatt.

Also present: Shanna Tilley, Administrative Assistant, and Stephanie Spencer, Deputy Clerk.

The commission met with their staff to review the day’s business and go over the agenda
requests.

motion passed by vote: Scofield (aye), Williams (aye), and Wyatt (aye).
