DECEMBER 16, 2019 – 23rd DAY OF
THE OCTOBER ADJOURN TERM
FORMAL AGENDA
The County Commission met in the Commission Hearing Room with Mike Scofield (present),
Brandon Williams (present), and Sheila Wyatt (present).
PUBLIC COMMENT
Marcia Schemper-Carlock and Adele Groote discussed The Taneyhills Community Library.
CALL COUNTY COMMISSION MEETING TO ORDER
Presiding Commissioner Mike Scofield called the meeting to order at 9:12 a.m.
COMMISSION REMARKS
Commissioner Wyatt discussed email issue with some emails going to the junk email.
APPROVE ACCOUNTS PAYABLE
Commissioner Williams moved to approve Checks #457352 through Checks #457423 and
Warrant #7327 and Four Journal Entries. Commissioner Williams amended his motion to
approve Checks #457352 through Checks #457423 excluding Check #457377. Presiding
Commissioner Scofield seconded the motion. The motion passed by vote: Scofield (aye),
Williams (aye) and Wyatt (aye).
Commissioner Wyatt left the meeting at 9:14 a.m.
Commissioner Williams moved to approve Checks #457377. Presiding Commissioner Scofield
seconded the motion. The motion passed by vote: Scofield (aye), Williams (aye), and Wyatt
(absent).
Commissioner Wyatt entered the meeting at 9:14 a.m.
APPROVAL OF PREVIOUS MEETING MINUTES
Commissioner Williams moved to approve Regular Session Minutes from December 2nd, 9th,
10th, 11th, and 12th of 2019 with corrections. Commissioner Wyatt seconded the motion. The
motion passed by vote: Scofield (aye), Williams (aye) and Wyatt (aye).
AGREEMENT FOR MOTOR REPLACEMENT #19-149RB
Presiding Commissioner Scofield referenced a letter from their attorney.
Commissioner Williams moved to approve an Agreement for Motor Replacement by and
between The Larson Group. Commissioner Wyatt seconded the motion. The motion passed by
vote: Scofield (aye), Williams (aye) and Wyatt (aye).
FLOODPLAIN DEVELOPMENT PERMIT FOR ROUND MOUNTAIN RD. #19-147RB
Scott Starrett, Planning and Zoning Administrator, was present.
Commissioner Williams moved to table the Floodplain Development Permit for Round
Mountain Road for further review by Scott Starrett, Floodplain Administrator.
Commissioner Wyatt seconded the motion. The motion passed by vote: Scofield (aye), Williams
(aye), and Wyatt (aye).
FAMILY SERVICE DIVISION COOPERATIVE AGREEMENT #19-146PA
Commissioner Williams moved to approve contract for services by and between Taney County
and the Department of Social Services. Commissioner Wyatt seconded the motion. The motion
passed by vote: Scofield (aye), Williams (aye) and Wyatt (aye).
TANEY COUNTY 911 BOARD APPOINTMENT
Tammy Hagler, 911 Administrator, was present.
Commissioner Williams moved to appoint Chris Berndt to the Taney County 911 Advisory
Board starting 1-1-20 through 12-31-22. Commissioner Wyatt seconded the motion. The motion
passed by vote: Scofield (aye), Williams (aye) and Wyatt (aye).
Commissioner Williams moved to appoint Nathan Bower to the Taney County 911 Advisory
Board starting 1-1-20 through 12-31-22. Commissioner Wyatt seconded the motion with
discussion. Commissioner Wyatt second the motion. The motion passed by vote Scofield (aye),
Williams (aye), and Wyatt (aye).
TANEY COUNTY SENIOR CITIZENS TAX BOARD APPOINTMENT
Commissioner Wyatt moved to appoint Bill Walley to the Taney County Senior Citizens Board
starting 1-1-20 through 12-31-22. Commissioner Wyatt amended her motion to appoint Bill
Walley to the Taney County Senior Citizens Board starting 1-1-20 through 12-31-23.
Commissioner Williams seconded the motion. The motion passed by vote: Scofield (aye),
Williams (aye) and Wyatt (aye).
Commissioner Williams moved to appoint Jackie Adams to the Taney County Senior Citizens
Board starting 1-1-20 through 12-21-23. Commissioner Wyatt second the motion. The motion
passed by vote: Scofield (aye), Williams (aye), and Wyatt (aye).
CITY OF ROCKAWAY BEACH AMENDMENT TO INTERGOVERMENTAL
AGREEMENT- ROCKAWAY BEACH REGIONAL WWTF CAPITAL
IMPROVEMENTS PROJECT- CHANGE ORDER #1
John Soutee, Environmental Services Project Coordinator, was present. Presiding Commissioner
Scofield referenced a letter from his attorney.
Commissioner Wyatt moved to approve the amended Intergovernmental Funding Agreement for
the Rockaway Beach Regional Waste Water Treatment Fund Capital Improvements Project
Change Order #1. Commissioner Williams seconded the motion. The motion passed by vote:
Scofield (aye), Williams (aye) and Wyatt (aye).
COURT ORDERS
Chuck Pennell, Assessor, and Wesley Shoemaker, Chief Deputy Clerk, were present.
Commissioner Williams moved to approve Exhibit “A” (#205874 through #205876) dated
December 16, 2019. Commissioner Wyatt seconded the motion. The motion passed by vote:
Scofield (aye), Williams (aye) and Wyatt (aye).
Commissioner Williams moved to approve Exhibit “B” (#300316 and #300317) dated December
16, 2019. Commissioner Wyatt seconded the motion. The motion passed by vote: Scofield (aye),
Williams (aye) and Wyatt (aye).
INSURANCE UPDATE FROM CONNELL INSURANCE- PROPERTY & LIABILITY
FINAL DECISION ON THE RENEWAL FOR PROPERTY & LIABILITY CARRIERS
Tim Connell, Commercial Insurance Consultant, was present.
Commissioner Williams moved to move forward with Travelers Insurance for the property and
liability for 2020 as presented. Commissioner Wyatt seconded the motion. The motion passed
by vote: Scofield (aye), Williams (aye) and Wyatt (aye).
TANEY COUNTY HEALTH DEPARTMENT UPDATE
Lisa Marshall, Taney County Health Department Director, updated the Commission on various
Health Department Programs.

BUDGET DISCUSSIONS
Present: Presiding Commissioner Scofield, Commissioner Williams, and Commissioner Wyatt.
Also present: David Clark, Auditor, Joanna Jasper, Auditing Specialist, Tony Mullen, Corner,
and Donna Neeley, County Clerk.
Budget discussion ensued.
