COMMISSION MINUTES
DECEMBER 2, 2019 – 15TH DAY OF
THE OCTOBER ADJOURN TERM
Commissioner Williams sworn in as temporary Presiding Commissioner by Donna Neeley,
County Clerk.
FORMAL AGENDA
The County Commission met in the Commission Conference Room with Mike Scofield (absent),
Brandon Williams (present), and Sheila Wyatt (present).
CALL COUNTY COMMISSION MEETING TO ORDER
Temporary Presiding Commissioner Brandon Williams called the meeting to order at 9:02 a.m.
COMMISSION REMARKS
None
APPROVE ACCOUNTS PAYABLE
Commissioner Wyatt moved to approve Checks #457213 through Checks #457238 and Warrant
#7317 and no Journal Entries. Temporary Presiding Commissioner Williams seconded the
motion. The motion passed by vote: Scofield (absent), Williams (aye) and Wyatt (aye).
APPROVAL OF PREVIOUS MEETING MINUTES
Commissioner Wyatt moved to approve Regular Session Minutes from November 25, and
November 26, 2019. Temporary Presiding Commissioner Williams seconded the motion with
discussion. The motion passed by vote: Scofield (absent), Williams (aye) and Wyatt (aye).
Commissioner Wyatt moved to approve Executive Minutes from November 25, 2019.
Temporary Presiding Commissioner Williams seconded the motion. The motion passed by vote:

INTERGOVERNMENTAL AGREEMENT BY THE COUNTY AND WITH THE CITY
OF FORSYTH FOR 911 DISPATCH SERVICES 2020 (19-139CM)
Commissioner Wyatt moved to approve the Intergovernmental Agreement by Taney County and
the City of Forsyth for 911 Dispatch Services. Temporary Presiding Commissioner Williams
seconded the motion. The motion passed by vote: Scofield (absent), Williams (aye) and Wyatt
(aye).
AGREEMENT FOR HVAC UNIT (#19-135RB)
Devin Huff, Road & Bridge Administrator, was present.
Commissioner Wyatt moved to approve the Agreement for HVAC Unit between Snowden’s
Heating and Air Conditioning, LLC and Taney County. Temporary Presiding Commissioner
Williams seconded the motion. The motion passed by vote: Scofield (absent), Williams (aye) and
Wyatt (aye).
AGREEMENT FOR GENERATOR (#19-133RB)
Devin Huff, Road and Bridge Administrator, was present.
Commissioner Wyatt moved to approve Agreement for Generator purchase from Missouri State
Agency for Surplus Property and Taney County. Temporary Presiding Commissioner Williams
seconded the motion. The motion passed by vote: Scofield (absent), Williams (aye) and Wyatt
(aye).
FILL DIRT AGREEMENT – ARTHUR FITZPATRICK
Devin Huff, Road and Bridge Administrator, was present.
Commissioner Wyatt moved to approve Unlimited Fill Dirt Agreement between Arthur
Fitzpatrick and Taney County. Temporary Presiding Commissioner Williams seconded the
motion. The motion passed by vote: Scofield (absent), Williams (aye) and Wyatt (aye).
BOARD APPOINTMENT – BOARD EQUALIZATION
Commissioner Wyatt moved to Appoint Jeff Reynolds for the term January 1, 2020 through
December 31, 2022 per statue 138.085. Temporary Presiding Commissioner Williams seconded
the motion. The motion passed by vote: Scofield (absent), Williams (aye) and Wyatt (aye).
BOARD APPOINTMENT – TANEY COUNTY REGIONAL SEWER BOARD
Brad Allbritton, Sewer District Administrator, was present.
Commissioner Wyatt moved to Appoint Doug Faubion to the Taney County Sewer Board with
his term beginning January 1, 2020 and ending on December 31, 2024. Temporary Presiding
Commissioner Williams seconded the motion. The motion passed by vote: Scofield (absent),
Williams (aye) and Wyatt (aye).
COURT ORDERS
Chuck Pennel, Assessor, and Wesley Shoemaker, Chief Deputy Clerk, were present.
Commissioner Wyatt moved to approve Exhibit “A” (#205867 and #205868) dated December 2,
2019. Temporary Presiding Commissioner Williams seconded the motion. The motion passed
by vote: Scofield (absent), Williams (aye) and Wyatt (aye).
Commissioner Wyatt moved to approve Exhibit “B” (#205869) dated December 2, 2019.
Temporary Presiding Commissioner Williams seconded the motion. The motion passed by vote:
Scofield (absent), Williams (aye) and Wyatt (aye).
Commissioner Wyatt moved to approve Exhibit “C” (#205866) dated December 2, 2019.
Temporary Presiding Commissioner Williams seconded the motion. The motion passed by vote:
Scofield (absent), Williams (aye) and Wyatt (aye).
Commissioner Wyatt moved to approve Exhibit “D” (#300312) dated December 2, 2019.
Temporary Presiding Commissioner Williams seconded the motion. The motion passed by vote:
