NOVEMBER 4TH, 2019 – 7TH DAY OF
THE OCTOBER ADJOURN TERM
FORMAL AGENDA
The County Commission met in the Commission Hearing Room with Mike Scofield (present),
Brandon Williams (present), and Sheila Wyatt (present).

CALL COUNTY COMMISSION MEETING TO ORDER
Presiding Commissioner Scofield called the meeting to order at 9:04 a.m.
COMMISSION REMARKS
None
APPROVE ACCOUNTS PAYABLE
Commissioner Williams moved to approve Checks #456821 through Checks #456861 and no
Warrants or Journal Entries or Transfers. Commissioner Wyatt seconded the motion. The
motion passed by vote: Scofield (aye), Williams (aye) and Wyatt (aye).
APPROVAL OF PREVIOUS MEETING MINUTES
Commissioner Williams moved to approve Regular Session Minutes from October 28th, 2019.
Commissioner Wyatt seconded the motion. The motion passed by vote: Scofield (aye), Williams
(aye) and Wyatt (aye).
Commissioner Williams moved to approve Executive Session Minutes from October 28th, 2019.
Commissioner Wyatt seconded the motion. The motion passed by vote: Scofield (aye), Williams
(aye) and Wyatt (aye).
Commissioner Williams moved to approve Executive Session Minutes from October 21st, 2019.
Commissioner Wyatt seconded the motion. The motion passed by vote: Scofield (abstain),
Williams (aye) and Wyatt (aye).
MARRIAGE AND DISSOLUTION FEE FOR DOMETIC VIOLENCE SHELTER FUND
Melanie Smith, Treasurer, was present.
Commissioner Wyatt moved to award the Marriage and Dissolution Fee 2019 to the Women’s
Crisis Center of Taney County. Commissioner Williams seconded the motion. The motion
passed by vote: Scofield (aye), Williams (aye) and Wyatt (aye).
BID RECOMMENDATION FOR MOTOR OIL & HYDRAULIC OIL #201909-434
Ron Erickson, Purchasing Director, and Devin Huff, Road and Bridge Administrator were
present.
Commissioner Williams moved to award bid #201909-434 to Oakland Lubrication Company as
Primary and Schaeffer Manufacturing as Secondary. Commissioner Wyatt seconded the motion.
The motion passed by vote: Scofield (aye), Williams (aye) and Wyatt (aye).
VILLAGE OF BULL CREEK FUNDING AGREEMENT – VILLAGE WASTEWATER
LIFT STATION PROPERTY UPGRADE PROJECT
John Soutee, Environmental Services Project Coordinator, and James Felton, Bull Creek Director
of Water and Sewer Works, were present.
Commissioner Williams moved to approve the Funding Agreement by and between Village of
Bull Creek and Taney County. Commissioner Wyatt seconded the motion. The motion passed
by vote: Scofield (aye), Williams (aye) and Wyatt (aye).
ROCKAWAY BEACH CHANGE ORDER REQUEST
John Soutee, Environmental Service Project Coordinator, and Shawn Barry, Engineer with Toth
and Associates were present.
Commissioner Williams moved to approve the proposed Change Order labeled as Change Order
One for the Rockaway Beach Regional Waste Water Treatment Facility request for additional
sales tax funds. Commissioner Wyatt seconded the motion. The motion passed by vote: Scofield
(aye), Williams (aye) and Wyatt (aye).
COURT ORDERS
Chuck Pennel, Assessor, and Wesley Shoemaker, Chief Deputy Clerk, presented court orders.
Commissioner Wyatt moved to approve Exhibit “A” Abatement #205800 and #205801 dated
November 4, 2019. Commissioner Williams seconded the motion. The motion passed by vote:
Scofield (aye), Williams (aye) and Wyatt (aye).

Commissioner Wyatt moved to approve Abatement #205802 under statute RSMo.137.270
Erroneous assessment dated November 4, 2019. Commissioner Williams seconded the motion.

Present: Presiding Commissioner Scofield, Commissioner Williams and Commissioner Wyatt.
Also present: Joanna Jasper, Auditing Specialist, Devin Huff, Road and Bridge Administrator,
Dawn Muller, Employee Benefits, John Akers, Ollis/Akers/Arney CIC Vice President of
Benefits, and Donna Neeley, County Clerk.
Discussion ensued.
John Akers, Joanna Jasper, and Devin Huff left meeting at 10:58 a.m.
DAILY STAFF REVIEW & AGENDA REQUESTS

Present: Presiding Commissioner Scofield, Commissioner Williams, and Commissioner Wyatt.
Also present: Shanna Tilley, Administrative Assistant, and Donna Neeley, County Clerk were
present for the meeting.
The Commission met with their staff to review the day’s business and go over agenda requests.
