OCTOBER 15th, 2018 4th DAY OF
THE OCTOBER ADJOURN TERM
PRELIMINARY STUDY
The County Commission met in the Commission Conference Room at 8:44 a.m. with Mike
Scofield (present), Brandon Williams (absent), and Sheila Wyatt (present).
The Commission met to review the day’s agenda.

CALL TO ORDER
Presiding Commissioner Scofield called the Commission meeting to order at 9:04 a.m.
FORMAL AGENDA
The County Commission met in the Commission Hearing Room with Mike Scofield (present),
Brandon Williams (present), and Sheila Wyatt (present).
COMMISSION REMARKS
None.
MONTHLY BUDGET REPORT
Presented by Taney County Auditor Rick Findley who recommended that at the end of October,
plans should be made to begin Budget Hearings.
APPROVE ACCOUNTS PAYABLE
Commissioner Williams moved to approve Accounts Payable Checks #451883 thru #451899,
and Checks #451901 thru #451959, Warrants #7072 thru #7076, one Journal Entry and one
check to Void #451948. Commissioner Wyatt seconded the motion. The motion passed by vote:
Scofield (aye), Williams (aye), and Wyatt (aye).
Commissioner Wyatt left 9:12 a.m.
Commissioner Williams moved to approve Accounts Payable Check #451900. Presiding
Commissioner Scofield seconded the motion. The motion passed by vote: Scofield (aye),
Williams (aye), and Wyatt (abstain/absent).
Commissioner Wyatt returned 9:12 a.m.
APPROVAL OF PAYROLL
Commissioner Williams moved to approve Payroll. Commissioner Wyatt seconded the motion.

SHERIFF VEHICLE EEP #201810-417
Commissioner Williams moved to waive the requirement of competitive bids of the purchase of
the 2018 Ford Explorer Police Interceptor to minimize serious disruption in county services
including public safety and set out their request for emergency procurement. Commissioner
Wyatt seconded the motion. The motion passed by vote: Scofield (aye), Williams (aye), and
Wyatt (aye).
Commissioner Williams moved to approve the purchase of a 2018 Ford Explorer Police
Interceptor for $31,250.00 from Lou Fusz Motors subject to execution of purchase agreement.
Commissioner Wyatt seconded the motion. The motion passed by vote: Scofield (aye), Williams
(aye), and Wyatt (aye).
SENIOR TAX BOARD APPOINTMENT
Commissioner Wyatt moved to appoint David E Schamale to the Senior Tax Board thru
December 31, 2018. Commissioner Williams seconded the motion. The motion passed by vote:
Scofield (aye), Williams (aye), and Wyatt (aye).
Commissioner Wyatt recommended to consult with Taney County Attorney, Travis Elliot
whether there is a conflict of interest with the candidate and the second appointment to the
Senior Tax Board thru December 31, 2020.
FILL DIRT AGREEMENT – STEVE PHELAN
Commissioner Williams moved to approve the fill dirt agreement by and between Taney County
and Steve Phelan. Commissioner Wyatt seconded the motion. The motion passed by vote:
Scofield (aye), Williams (aye), and Wyatt (aye).
FILL DIRT AGREEMENT - MICHAEL E GEORGE & LORRAINE E PANGRAZIO
Commissioner Williams moved to approve fill dirt agreement by and between Taney County and
Michael E George & Lorraine E Pangrazio. Commissioner Wyatt seconded the motion. The
motion passed by vote: Scofield (aye), Williams (aye), and Wyatt (aye).
COUNTY SURPLUS TAX SALE DISCUSSION
Taney County Treasurer, Melanie Smith came before the Commission to request a policy
regarding Surplus Tax Sale monies.
Commissioner Wyatt moved to give the authority to the Taney County Treasurer to handle the
Surplus from a Tax Sale (RSMo 140.230); to be our agent to make satisfactory proof of the
claims before issuing the money. If there is a question as to a lien holder or a Surplus Sale over
the counter occurs, the County Treasurer will bring it before the County Commission.
Commissioner Williams seconded the motion. The motion passed by vote: Scofield (aye),
Williams (aye), and Wyatt (aye).
MEDICAL INSURANCE RENEWAL DISCUSSION – OLLIS AKERS ARNEY
INSURANCE
Ollis Akers Arney Insurance agent John Akers came before the Taney County Commission to
present his findings on the Renewal for the 2019 Taney County Employee Benefits package.
Commissioner Williams moved to accept and approve the 2019 Renewal Authorization for the
Taney County Medical Insurance as presented by Ollis Akers Arney Insurance. Commissioner
Wyatt seconded the motion. The motion passed by vote: Scofield (aye), Williams (aye), and
Wyatt (aye).
STATE AVIATION TRUST FUND PROJECT CONSULTANT AGREEMENT #18-
114AIR
Mike Mulnik presented to the Taney County Commission the State Aviation Trust Fund Project.
Commissioner Williams moved to approve agreement between Garver, LLC and Taney County.
Commissioner Wyatt seconded the motion. The motion passed by vote: Scofield (aye), Williams
(aye), and Wyatt (aye).
CONTRACT BETWEEN TANEY COUNTY AND STEWARD CONSULTING, INC –
ADDENDUM #18-083CM
Taney County Payroll Administrator, Dawn Bilyeu presented contract Addendum for approval.
Commissioner Williams moved to approve the Addendum to the contract between Taney County
and Steward Consulting, Inc to add BCS Prosoft, LLC as a party to the contract. Commissioner
Wyatt seconded the motion. The motion passed by vote: Scofield (aye), Williams (aye), and
Wyatt (aye).
COURT ORDERS
Mr. Pennel and Mr. Shoemaker came before the Commission to present Court Orders.
