On the date as listed above I delivered the below information to the Taney County Commission with the
assistance of Taney County Sheriff Jimmie Russell.
Subsequent to a request from the Taney County Sheriff a Notice of Intent to Declare Sole Source Form was
prepared / released publicly on January 19, 2019. Said form, with a deadline of today – now passed, was
advertised in both available newspapers within the County as well as posted on the Taney County website. It
included details establishing Axon Enterprise, Inc. of Scottsdale, Arizona as the single feasible source for our
ongoing purchasing needs for Law Enforcement Tasers. Tasers are, and have been, a critically important tool
for Law Enforcement Officers. They are used to subdue violent combatants in a non-lethal manner which
serves to protect suspects, the general public, and the Officers. This level of protection is not available unless
the purchase of these devices, with support, is approved by this process.
Taney County Sheriff Russell and I then formally recommended: Axon Enterprise, Inc. as the single feasible
source for new Tasers as well as for replacement cartridges for numerous existing units currently in service.
We then asked if anyone present had any questions to which the Taney County Commission had a few
regarding quantity as well as recharging Tasers which Sheriff Russell answered.
Per our SSP#201901-421 “Notice of Intent” form, with detailed information, released on January 19, 2019, as
mentioned above, combined with all public comments made regarding our intentions we made an
announcement asking if there was any person, or persons, present who felt they, or their company, could
offer an alternative, as a DIRECT SOURCE, not “third-party”, to Axon Enterprise, Inc., with a product as
beneficial as what they offer with all of the same financial and same operational advantages to Taney County.
If so we asked them to please come forward. Seeing no such person, as well as not having received any
written responses or packages at any County Office, I asked the Taney County Commission for a motion to
declare Axon Enterprise, Inc. as the Single Sole Source Provider for all County Tasers, replacement
cartridges, and other necessary support equipment for a five (5) year lease-purchase Agreement period.
The Taney County Commission then made a motion as such as it passed unanimously.
