PRELIMINARY STUDY
The County Commission met in the Commission Conference Room at 8:34 a.m. with Mike
Scofield (present), Brandon Williams (absent), and Sheila Wyatt (present).
The Commission met to review the day’s agenda.

The County Commission met in the Commission Hearing Room at 9:03 a.m. with Mike Scofield
(present), Brandon Williams (present), and Sheila Wyatt (present).
PUBLIC COMMENT
Mrs. Helen Snow came before the Commission to speak on the problem of trash gathering in the
yards of her neighbors and the problems it has caused.
CALL TO ORDER
Presiding Commissioner Scofield called the Commission meeting to order at 9:04 a.m.
FORMAL AGENDA
The County Commission met in the Commission Hearing Room with Mike Scofield (present),
Brandon Williams (present), and Sheila Wyatt (present).
COMMISSION REMARKS
Commissioner Wyatt asked that we remember September 11th, 2001.
APPROVE ACCOUNTS PAYABLE
Commissioner Williams moved to approve Checks #451436 thru #451463 and #451465 thru
#451524, Warrants #7053 and #7055 thru 7058, #7054 was voided. Commissioner Wyatt
seconded the motion. The motion passed by vote: Scofield (aye), Williams (aye), and Wyatt
(aye).
Commissioner Wyatt left the meeting.
Commissioner Williams moved to approve Check #451464. Presiding Commissioner Scofield
seconded the motion. The motion passed by vote: Scofield (aye), Williams (aye), and Wyatt
(absent).
Commissioner Wyatt re-entered the meeting.
APPROVAL OF PREVIOUS MEETING MINUTES
Commissioner Williams moved to approve Previous Regular Session Minutes dated August 28th,
2018 with corrections. Presiding Commissioner Scofield seconded the motion. The motion
passed by vote: Scofield (aye), Williams (aye), and Wyatt (abstain).

PROPERTY & LIABILITY INSURANCE RECOMMENDATION #201807-413
Dawn Muller and Ruth Denham from Taney County Human Resources and Ron Erickson, Taney
County Purchasing agent, came before the Commission to speak on the Property & Liability
Insurance recommendation. There were three responses to the bid. J.W. Terrell was eliminated
which left Connell Insurance and Ollis, Akers & Amey Insurance.

Commissioner Wyatt asked that the bid be postponed so the Commission can speak with other
counties who are represented by both insurance companies.
Commissioner Williams moved to table RFQ #201807-413 to an un-specified time.
Commissioner Williams amended his motion to say next Monday the 17th. Commissioner Wyatt
seconded the motion. The motion passed by vote: Scofield (aye), Williams (aye), and Wyatt
(aye).
INDEPENDENT HEALTH BENEFITS BID RECOMMENDATION #201807-414
Dawn Muller and Ruth Denham from Human Resources and Ron Erickson, Taney County
Purchasing agent, came before the Commission to speak on the Independent Health Benefits Bid
Recommendation. There were four responses to the bid. J.W. Terrell and Nation Benefits
Services Center was eliminated which left Connell Insurance and Ollis, Akers & Amey
Insurance.
Commissioner Wyatt made a motion for the insurance benefits and health, we stay with Ollis,
Akers & Amey for the 12 month period with the chance to renew for the next two years and that
the agent supplies the independent draft. Commissioner Williams seconded the motion. The
motion passed by vote: Scofield (aye), Williams (aye), and Wyatt (aye).
MONTHLY BUDGET REPORT
Rick Findley, Taney County Auditor, made a clarification to last month’s monthly budget report
stating General County Revenue will not break even this year.
Mr. Findley came before the Commission to present the County’s Monthly Budget Report. Mr.
Findley stated General County Revenue will spend more than what we bring in. The amount we
spend over what we bring in will be less this year then what it was last year. If the County does
not want to be hit by an audit, you need to amend the 245 account and the 460 (transfer station)
account.
TANEY COUNTY AIRPORT BOARD APPOINTMENT
Commissioner Williams moved to appointment Stan Barker to the Taney County Airport Board
for the term ending July 31st, 2022. Commissioner Wyatt seconded the motion. The motion
passed by vote: Scofield (aye), Williams (aye), and Wyatt (aye).

the term ending July 31st, 2022. Commissioner Wyatt seconded the motion. The motion passed

Commissioner Williams moved to approve the amendment to the Inter-Governmental Funding
Agreement by and between Taney County and the City of Rockaway Beach which extends
agreement termination date to October 31st, 2018. Commissioner Wyatt seconded the motion
with discussion.
Williams amended his motion to state the funding agreement was for the Rockaway Beach
Regional Waste Water Treatment Facility Improvement Design Project. Commissioner Wyatt
seconded the motion. The motion passed by vote: Scofield (aye), Williams (aye), and Wyatt

PUBLIC HEARING FOR LEVY SETTING
Donna Neeley, County Clerk, came before the Commission to present the Levy Setting for
General County Revenue and Road & Bridge.
Presiding Commissioner asked if there were any public comments for the Levy Setting. No one
spoke up.
Commissioner Williams moved to set the General Revenue sales tax reduction to .1665 which
gives us a levy of 0. Commissioner Wyatt seconded the motion. The motion passed by vote:
Scofield (aye), Williams (aye), and Wyatt (aye).
Commissioner Williams moved to set the less required sales tax reduction for Road & Bridge at
.2227 which gives us a levy of 0. Commissioner Wyatt seconded the motion. The motion passed
