COMMISSION MINUTES
SEPTEMBER 25th, 2017 15th DAY OF
THE JULY ADJOURN TERM
PRELIMINARY STUDY
The County Commission met in the Commission Conference Room at 8:33 a.m. with Mike
Scofield (present), Brandon Williams (absent), and Sheila Wyatt (present).
The Commission met to review the day’s agenda.
FORMAL AGENDA
The County Commission met in the Commission Hearing Room at 9:00 a.m. with Mike Scofield
(present), Brandon Williams (present), and Sheila Wyatt (present).

Prayer and Pledge
CALL TO ORDER
Presiding Commissioner Scofield called the Commission meeting to order at 9:02 a.m.
COMMISSION REMARKS
Sheila Wyatt spoke about the meaning of the flag as a flag of freedom and what it stands for.
APPROVAL OF ACCOUNTS PAYABLE
Commissioner Wyatt moved to approve Checks #446718 thru #446782, Warrants #6852 thru
#6855, and five journal entries. Commissioner Williams seconded the motion. The motion
passed by vote: Scofield (aye), Williams (aye), and Wyatt (aye).
APPROVAL OF PREVIOUS MEETING AND EXECUTIVE SESSION MINUTES
Commissioner Williams moved to approve Previous Meeting Minutes for September 18th, 2017.
Commissioner Wyatt seconded the motion. The motion passed by vote: Scofield (aye), Williams
(aye), and Wyatt (aye).

2017. Commissioner Wyatt seconded the motion. The motion passed by vote: Scofield (aye),
Williams (aye), and Wyatt (aye).
DISCUSSION OF WATER SOFTENER FOR JUDICIAL CENTER
Renee Brusca, Maintenance Supervisor, & Scott Terpening came in front of the commission to
speak about a new water softener system in the Judicial Center. It has not been working properly
and has been causing a buildup of lime. This buildup of lime has caused issues with other
equipment. The commission agreed that the maintenance department could go out for bid to
repair or replace the water softener system.
CITY OF ROCKAWAY BEACH FUNDING AGREEMENT FOR BOYS CAMP ROAD
SUBDIVISION SEWER IMPROVEMENT (ENGINEERING & DESIGN PHASE)
John Soutee came in front of the commission to present the statement for the funding agreement
between Taney County and the City of Rockaway Beach in regards to the Boys Camp Road
Subdivision Sewer Improvement Project. The amount being requested through this funding
agreement is $32,500. This project was originally approved by the County Commission on
December 22nd, 2014 but was later put on hold.
Presiding Commissioner Scofield read a letter dated July 21st, 2017 from Pat Keck, Taney
County Commission Attorney. This letter stated that she has reviewed the proposed Funding
Agreement and believes the project and detailed proposal meets the terms of the eligibility for
the Sewer Sales Tax reimbursement for design phase Funding Agreement.

Commissioner Williams moved to approve the intergovernmental agreement by and between
Taney County and the City of Rockaway Beach for the Rockaway Beach Boys Camp Road
Subdivision Sanitary Sewer Improvement Project in the amount of $32,500. Commissioner
Wyatt seconded the motion. The motion passed by vote: Scofield (aye), Williams (aye), and
Wyatt (aye).
MODOT MONTHLY UPDATE
MoDOT representative was unavailable.
BID RECOMMENDATION FOR CONCRETE DECK WEIGHBRIDGE #201707-382
Ron Erickson, Purchasing, & Randy Haes, Road and Bridge Administrator, came before the
commission to discuss the bid recommendation for the Concrete Deck Weighbridge. Mr.
Erickson stated there was an error in the bid number. The correct bid number is #201708-382.
There was only one bid response and the results were turned over to Road and Bridge and HDR
for review. Recommendation was given to award the bid to Precision Scale and Controls for the
total cost of $90,124.95.
Commissioner Williams moved to approve bid #201708-382 to Precision Scale and Controls to
include options 2 and 3 for a total cost of $90,124.95. Commissioner Wyatt seconded the motion.
The motion passed by vote: Scofield (aye), Williams (aye), and Wyatt (aye).
AMENDMENT NO.l TO PROFESSINAL SERVICES AGREEMENT FOR DESIGN OF
ROUNDABOUT AT HIGHWAY 160 & 76
Travis Heier from HDR Engineering came before the commission to ask that an amendment be
added to the agreement to add lighting to the roundabout at highway 160 & 76 per MoDOT’s
request.
Presiding Commissioner Scofield read a letter from Frank Cottey, Taney County Attorney, dated
September 21st, 2017. This letter stated that he has reviewed the proposed Amendment No. 1 and
approves it to form.
Commissioner Williams moved to approve Amendment #1 to Professionals Services Agreement
for Design of Roundabout at Highway 160 & 76. Commissioner Wyatt seconded the motion. The
motion passed by vote: Scofield (aye), Williams (aye), and Wyatt (aye).

EMERALD POINT INFORMAL ROADS AND INFRASTRUCTURE COMMITTEE
Ken Bell came before the commission to read a statement about the infrastructure of Emerald
Point.
Discussion ensued and no decision was made at this time.
