THE JULY ADJOURN TERM

PRELIMINARY STUDY
The County Commission met in the Commission Conference Room at 8:37 with Mike Scofield
(present), Brandon Williams (absent), and Sheila Wyatt (present).

The Commission met to review the day’s agenda.

FORMAL AGENDA
The County Commission met in the Commission Hearing Room at 9:04 a.m.with Mike Scofield
(present), Brandon Williams (present), and Sheila Wyatt (present).

PUBLIC COMMENT
None.

Prayer and Pledge

CALL TO ORDER
Presiding Commissioner Mike Scofield called the Commission meeting to order at 9:07 a.m.

COMMISSION REMARKS
None.

INITIAL BUDGET PRESENTATION/PROCESS
Rick Findley, Taney County Auditor, came before the Commission to present the Initial Budget
Presentation/Process.

Discussion ensued.

APPROVAL OF ACCOUNTS PAYABLE
Commissioner Williams moved to approve Checks #446592 thru #446683, Warrants #6843 thru
#6847, and four Transfers. Commissioner Wyatt seconded the motion. The motion passed by
vote: Scofield (aye), Williams (aye), and Wyatt (aye).

APPROVAL OF PAYROLL
Commissioner Williams moved to approve Payroll. Commissioner Wyatt seconded the motion.
The motion passed by vote: Scofield (aye), Williams (aye), and Wyatt (aye).

APPROVAL OF PREVIOUS MEETING AND EXECUTIVE SESSION MINUTES
Commissioner Wyatt moved to approve Previous Meeting Minutes for September 5 and
September 11, 2017. Commissioner Williams seconded the motion. Second rescinded

Commissioner Wyatt moved to approve the Previous Meeting Minutes for September 5, 2017
with corrections. Commissioner Williams seconded the motion. The motion passed by vote:
Scofield (aye), Williams (aye), and Wyatt (aye).

Commissioner Wyatt moved to approve September 11, 2017 Minutes as written. Commissioner
Williams seconded the motion. The motion passed by vote: Scofield (aye), Williams (aye), and
Wyatt (aye).

Commissioner Wyatt moved to approve the Executive Session Minutes for September 5 and 11
as written. Commissioner Williams seconded the motion. The motion passed by vote: Scofield
(aye), Williams (aye), and Wyatt (aye).

PERSONAL PROPERTY ADD-ON REPORT FOR AUGUST
Wesley Shoemaker, Chief Deputy Clerk, came before the Commission to present Personal
Property Add-On Report for August.

Commissioner Williams moved to accept and put in the minutes the Personal Property Add-On
Report for August 2017 as presented. Commissioner Wyatt seconded the motion. The motion
passed by vote: Scofield (aye), Williams (aye), and Wyatt (aye).

COUNTY AUCTION SERVICES SELECTION
Ron Erickson, Taney County Purchasing Advisor, came before the Commission to present the
County Auction Services Selection. Mr. Erickson sent out quote requests to eight auctioneers and
received only one response back from Mountain Country Auction Services.

Commissioner Wyatt moved that Mountain Country Auction Services be the auctioneer at the
County Auction on October 21. Commissioner Williams seconded the motion. The motion
passed by vote: Scofield (aye), Williams (aye), and Wyatt (aye).

OLSSON ASSOCIATES (TODD CHANDLER) - TIGER GRANT FUNDING
Todd Chandler with Olsson Associates came before the Commission to discuss the project
known as the East/West Corridor.

Discussion continued regarding Tiger Grants and The East/West Corridor project. Rick
Zigenfuss, Chad Ziegenfuss, and Jonas Aries joined the discussion.

Scott Starett, Taney County Planning and Zoning Administrator, came before the Commission to
present the Planning and Zoning Code Book Amendments.

Discussion ensued.

Concerned Citizens joined the discussion.

Commissioner Williams moved to approve the September 11, 2017 Code revision as presented
except for the part of 4.7.6 allowing the applicant for 120 days from the date of approval to have
the C of C in place, and 4.7.11 described as the required buffering. Commissioner Wyatt
seconded the motion. The motion passed by vote: Scofield (aye), Williams (aye), and Wyatt
(aye).
