On the date as listed above Taney County Recorder of Deeds, Bob Dixon delivered the below
information to the Taney County Commission.
The Taney County Purchasing Department released a NOTICE OF INTENT on July 11,
2015 via both available newspapers within the county as well as posting it on the Taney
County website. It included a detailed 4 page information document which establishes
FIDLAR Technologies as a Sole Source Provider for a contract renewal to continue
providing software services for the county’s handling of required land records
management.
FIDLAR has been the software provider for Taney County since 1999 for these services.
They have supplied the software currently in place now needing to be renewed for the
Taney County Recorder’s Office, other county offices, “end users” and the private sector.
This product system, software, and service was first purchased in 1999 via a Bid
process. Award at that time included a long term contract agreeable to both sides. Since
then there have been several enhancements, upgrades, and renewals. Although it
appears that current state statutes would sanction another routine renewal, at this time,
we are following a more complete process using “Sole Source” determinations to ensure
a fair, transparent, and competitive result.
Given these factors the Taney County Purchasing Department recommends: FIDLAR as the single
feasible source for this needed software and service. Allowing for all of the above information it
was asked if anyone present had any questions. No questions. An announcement was then made
requesting that, “if in fact there is any person, or persons, here now who feels they, or their
company can immediately offer an alternative to FIDLAR, which is as beneficial as FIDLAR to
Taney County with all of the same financial advantages, services, discounts and upgrades, please
come forward.”
When no person came forward the Taney County Commission made a motion to declare FIDLAR
as Sole Source Provider for these services for a term of four (4) years, subsequent to the
satisfactory completion of a contract commencing on – or as near to; August 1, 2015. Said motion
passed unanimously. Subsequently on August 3, 2015 said contract was approved by the
Commission also by use of a motion and unanimous vote. Thank you.
