Tuesday April 28, 2015: After opening nine (9) responses received for the above listed RFB, in the
Commission Conference Room – in public, a decision was made to allow a time for a thorough review of
said information by Road & Bridge Interim Administrator Randy Haes. Thereafter an agenda request was
made, and approved, to deliver a recommendation for award on Monday May 4, 2015.

Monday May 4, 2015: Subsequent to a thorough review of the detailed pricing offered, within each Bid
Package Response received, Mr. Haes recommended a multiple award process as detailed on the
attachments to the Taney County Commission. A motion to award as such was made and it passed
unanimously.

Given the complex nature of this RFB, and the extensive details as asked for within each response, we
asked the Road & Bridge Office Manager – Kathy Roberts to prepare a Bid Tabulation Spreadsheet
which she did in amazing fashion. Please see it attached here. The Taney County Commission used her
spreadsheet as a vital tool to review all responses and thereby concur with the recommendation. For the
record they offered their appreciation directly to Kathy for her hard work resulting in an exemplary
spreadsheet.

I have reviewed the bids received from nine vendors on the road oil, asphalt and concrete
materials and recommend the following by group number. Group 6.1 I recommend Coastat
Energy Corp. as primary and Apac as secondary. Group 6.2 I recommend Coastal Energy
Corp. as primary and no other bid was ofTered. Group 6.3 I recommend Tablerock Asphalt
as primary and Leo Joumagan Construction as secondary and Hutchens Construction Co. as
tertiary. Group 6.4 I recommend Tablerock Asphalt as primary, Leo Joumagan Construction
as secondary and Apac as tertiary. Group 6.5 I recommend Tablerock Asphalt as primary
and Clever Stone as secondary. Group 6.6 I recommend Tablerock Asphalt as primary and
Conco as secondary and American as tertiary.
