FORMAL AGENDA
The County Commission met in the Commission Hearing Room at 9:31 am with Ron Houseman (present),
Danny Strahan (present), and Brandon Williams (present). The following proceedings were had and made a
matter of record:
CALL TO ORDER
Commissioner Houseman called the August 4, 2014 meeting to order at 9:31 am in the Commission Hearing
Room.
BID #201407-270 RECOMMENDATION
FOR SOLE SOURCE DECLARATION OF BIZNET
Mr. Ron Erickson came before the Commission to present a Notice of Intent to Declare Single Feasible Sole
Source SSP# 201407-270. He stated the Taney County Purchasing Department released this Notice of Intent on
July 16, 2014, via both available newspapers within the county as well as posting all documents pertaining to
this process on the Taney County website.
*As defined in section 34.044, RSMo – Taney County believes there is only a single feasible source for
Workgroup Accounting Software (Upgrade).
*Virtual Management Concepts, Inc. has been the vendor of choice for this type of software for several
years.
*They have supplied the needed software currently in place to handle numerous operational accounting
– management needs for Taney County.
*The “Biznet” upgraded software is the only option that will work within our existing program.
Given these factors the Taney County Purchasing Department recommends: Virtual Management Concepts,
Inc., of Nixa, Missouri, as the Single Feasible Source for this needed software and ask that a motion be made to
declare them as such and direct them to move forward as quickly as possible.
Commissioner Houseman stated that given the factors as thus presented is there anyone here today to offer a
response, make any comments, or present themselves as a possible viable competitor for the services, or items,
discussed here today and information as listed within these documents.
There was no response.
Commissioner Houseman noted that the Commission Counsel sent a letter stating that if there was no one
present to offer responses then the County Commission can move forward with declaring the Sole Source
Provider.
Commissioner Williams moved to declare Virtual Management Concepts as the Sole Source Provider.
Commissioner Strahan seconded the motion. Commissioner Houseman asked if the motion and second could
be modified to reflect being contingent upon a satisfactorily executed contract.
Commissioner Strahan removed his second so the motion could be clarified.
Commissioner Williams moved to declare Virtual Management Concepts, Inc as the Sole Source Provider for
the necessary software needs as outlined here today – contingent upon a satisfactorily executed contract which
will serve to the best interests of Taney County for the entire term of any agreed upon contract. Commissioner
Strahan seconded the motion. The motion passed by vote: Houseman (aye), Strahan (aye), and Williams (aye).

Commissioner Williams moved to adjourn. Commissioner Strahan seconded the motion. The motion passed
by vote: Houseman (aye), Strahan (aye), and Williams (aye).
