PRELIMINARY STUDY
There was no Preliminary Study.
County Clerk Donna Neeley swore Commissioner Brandon Williams as the Temporary Presiding
Commissioner after Commissioner Danny Strahan deferred the position.
FORMAL AGENDA
The County Commission met in the Commission Conference Room at 9:12 am with Ron Houseman (absent),
Danny Strahan (present), and Brandon Williams (present). The following proceedings were had and made a
matter of record:
CALL TO ORDER
Commissioner Williams called the May 22, 2014 meeting to order at 9:12 am in the Commission Conference
Room.
STAFF DEPARTMENTAL UPDATE – INFORMATION SYSTEMS
Mark Rys came before the Commission to present the following Staff Departmental Update:
*Server: searching for a storage solution for the County that will provide the upmost reliability in redundancy.
His department is looking into a product from EMC Storage Solutions. He asked the Commission for
their direction to put this project out for bid. The Commission directed Mr. Rys to work with
Purchasing Agent Ron Erickson on this item.
*Fiber Optic Link Set-up: near completion.
*Phone System Upgrades: almost complete.
PREVIOUS MEETING MINUTES AND EXECUTIVE SESSION MINUTES
Commissioner Strahan moved to approve Previous Meeting Minutes dated April 22, May 1, and May 12, 2014,
with corrections. Commissioner Williams seconded the motion. The motion passed by vote: Houseman
(absent), Strahan (aye), and Williams (aye).
Commissioner Strahan moved to approve Executive Session Minutes dated April 22, April 28a, April 28b, and
May 12, 2014, with corrections. Commissioner Williams seconded the motion. The motion passed by vote:
Houseman (absent), Strahan (aye), and Williams (aye).
BID #201404-259 RECOMMENDATION
FOR TRUCK PAINTING
Purchasing Agent Ron Erickson and Road & Bridge Administrator Randy Haes came before the Commission to
present Formal Recommendation for Bid #201404-259 for Truck Painting. The County has received the
following three responses:
*Bus Andrews Truck Equipment, Inc., out of Springfield, Missouri;
*Kivetts Body Shop, out of Hollister, Missouri; and
*Peterbilt of Springfield, out of Strafford, Missouri.
Mr. Haes formally recommends the Commission award Bid #201404-259 to Bus Andrews Truck Equipment
after review of bids. He stated this bid was good for two years. Commissioner Strahan stated some concerns
with the company asking to have the vehicle possibly 30 days and he would like Mr. Haes to speak with them
about it. Commissioner Williams asked if there would be any benefit to award a Primary and a Second. Mr.
Haes said that it would on one of the options.
Commissioner Strahan moved to award Bid #201404-259 for Truck Painting to Bus Andrews Truck Equipment,
Inc. as Primary and Kivetts Body Shop as Secondary. Commissioner Williams seconded the motion. The
motion passed by vote: Houseman (absent), Strahan (aye), and Williams (aye).

ROCKAWAY WATER WEED CONTROL
Jonas Arjes, Executive Director of the Taney County Business Development Partnership; and Edie Rownd, City
of Rockaway Beach Alderman, came before the Commission to discuss the City of Rockaway Beach Weed
Eradication Project. Mr. Arjes stated that Rockaway has come a long way in obtaining the funding for this
project but due to a timeline constraint has come up short in the funds needed. Ms. Rownd stated they had
received negative feedback about the city due to the weeds on the lake. The City of Rockaway Beach has the
opportunity to be included in an already existing contract with Empire Electric and a privately owned company
for the spraying weeds. The cost of the herbicide program to treat the 25 acres affected at Rockaway Beach will
cost $16,000, and they currently have $10,000 from donations received and committed. Discussion ensued
regarding the type of chemicals used and the application process.
Andy Austin and Shane Bush, with the Missouri Department of Conservation, explained the chemicals that
could be used, the application process, and the time constraint. They stated that some are sprayed on the weeds
directly and other chemicals are injected into the water under the weeds. They also said that most of the
chemicals do not have water usage restrictions after the area is treated.
Commissioner Williams referred to statutes RSMo 67.303 and 70.220 that allow the County to help in this
situation. His concern is the timeframe that the chemicals will need to be applied and that due to the cost
amount will the County need to go out to bid.
Commissioner Strahan questioned the County’s involvement concerning the safety of the area for swimmers
after the application of these chemicals and any health hazards associated with these chemicals. He also asked
for more information regarding use restrictions for public safety. Mr. Bush stated that information can be given
to the Commission by this afternoon and that eradication of the weed is not possible but maintenance is the key
and this would need to be continued by someone on an annual basis. It was also noted that once this program
starts the area affected should get smaller each year.
Mr. Arjes stated that, if it would please the Commission, if they could get a commitment to fund the gap from
the Commission then the TCBDP could fund the gap in the cost and then seek reimbursement from the
Commission. He explained the reason they are getting involved is to provide a win for Rockaway Beach and
the ability to set them up for future success.
The Commission will be in contact with their counselor to find out what they are able to do and then be in touch
with Mr. Arjes.
Commissioner Strahan moved to adjourn. Commissioner Williams seconded the motion. The motion passed
by vote: Houseman (absent), Strahan (aye), and Williams (present).
