PRELIMINARY STUDY

There was no Preliminary Study.

PUBLIC COMMENT

There were no public comments.

FORMAL AGENDA

The County Commission met in the Commission Hearing Room at 9:00 am with Ron Houseman (present),
Danny Strahan (absent), and Brandon Williams (present). The following proceedings were had and made a
matter of record:

CALL TO ORDER

Commissioner Houseman called the meeting to order.

COMMISSIONER REMARKS

There were no Commission remarks.

ACCOUNTS PAYABLE

Commissioner Williams moved to approve accounts payable with check numbers 339528-339583, and warrants
5981-5985. Commissioner Houseman seconded the motion. The motion passed by vote: Williams (aye),
Houseman (aye), and Strahan (absent).

APPROVAL OF PAYROLL

Commissioner Williams moved to approve payroll. Commissioner Houseman seconded the motion. The
motion passed by vote: Williams (aye), Houseman (aye), and Strahan (absent).

BID RECOMMENDATION FOR PICKUP TRUCKS (5) #201403-255

Purchasing Agent Ron Erickson introduced the bid to the Commission, stating that it had been released on
March 29th, with direct bid invitations sent to a dozen different vendors, and it was made available via our
internet postings, and via Public Purchase. There were nine responses opened on April 29th.

Randy Haes, Road & Bridge Administrator, recommended awarding the bid to Republic Ford for the five
vehicles listed in the bid specifications, for a total cost of $125,453.00, noting that vehicle D is a diesel and the
other four were unleaded gas.

Commissioner Williams moved to award bid #201403-255, with vehicles designated as A, B, C, & D to
Republic Ford, as recommended by Randy Haes, Road & Bridge Administrator. Commissioner Houseman
seconded the motion. Commissioner Houseman asked Mr. Haes to track the mileage on the one ton vehicle to
compare with the truck mileage on currently owned vehicles. The motion passed by vote: Williams (aye),
Houseman (aye) and Strahan (absent).

BID RECOMMENDATION FOR PORTABLE AIR COMPRESSOR #201403-256

Mr. Erickson stated that the bid had been released on March 29th, with responses opened April 29th from three
vendors. The lowest bid received was from Air Capital Equipment at $6,630.00.

Mr. Haes informed the Commission that this compressor would go with the one ton diesel vehicle just rewarded
in the previous bid. He recommended Air Capital Equipment as low bidder.

Commissioner Williams moved to award bid #201403-256 to Air Capital Equipment, per the recommendation
of Road & Bridge Administrator Randy Haes. Commissioner Houseman seconded the motion. The motion
passed by vote: Williams (aye), Houseman (aye), and Strahan (absent).
BID RECOMMENDATION FOR AGGREGATE ROCK #201403-257

Mr. Erickson informed the Commission that this bid had been released on March 29th and was made available
via the internet and Public Purchase, with responses opened April 29th from three vendors.

Mr. Haes explained that there were some significant price differences in a couple items, but in general they
were similar on 3/8 chips. APAC was the lowest cost overall, excepting ice control. He recommended
awarding group one to APAC Quarry, with secondary award to TRAC Materials, and tertiary award to
American Rock & Concrete.

Commissioner Williams moved to award bid #201403-257 to APAC Quarry as primary, TRAC Materials as
secondary, and tertiary to American Rock & Concrete, based on the recommendation of Road & Bridge
Administrator Randy Haes. Commissioner Houseman seconded the motion. The motion passed by vote:
Williams (aye), Houseman (aye), and Strahan (absent).

BID RECOMMENDATION FOR ASPHALT & MATERIALS #201403-258

Mr. Erickson informed the Commission that this bid had been released on March 29th, was sent to a dozen or so
vendors as well as being available via website and Public Purchase, with eight responses received and opened
on April 29th.

Mr. Haes recommended awarding group one and two to Coastal Energy Corporation, with secondary to Vance
Brothers Inc., noting that they were the only two bidders on those two items. Groups three, four, five and six
were recommended to be awarded to TRAC Materials as primary; secondary on three and four to Leo
Journagan Construction Company; secondary on five to Clever Stone Company; and secondary on six to
American Rock and Concrete.

Commissioner Williams moved to award bid #201403-258 with group one to Coastal Energy Corporation as
primary and Vance Brothers Inc. as secondary; groups three, four, five and six to TRAC Materials as primary;
secondary on three and four to Leo Journagan Construction Company; secondary on five to Clever Stone
Company; and six to American Rock and Concrete as secondary, at the recommendation of Randy Haes, Road
& Bridge Administrator. Commissioner Houseman seconded the motion. The motion passed by vote:
Williams (aye), Houseman (aye), and Strahan (absent).

BEAR CREEK EASEMENT

Mr. Haes presented the easement to the Commission explaining that there was a safety issue on Bear Creek,
West of Hwy 65 near Seth Caperton’s residence, where there was a steep drop-off towards the creek and a high
bluff on the other side, which was in need of guardrail installation. The property owner had been contacted and
was pleased to allow the easement needed for the project. It would require eight to ten feet of bluff removal to
accomplish the project.

Commissioner Williams moved to accept the Bear Creek Easement by and between Taney County and Brian H.
Caperton described by the survey attached, labeled Exhibit A, and dated May 5, 2014. The motion passed by
vote: Williams (aye), Houseman (aye), and Strahan (absent).

PURPLE WAVE AUCTION AGREEMENT

Mr. Haes presented an internet auction agreement to the Commission. The Commission had all ready gone
through the process of selecting the company, and just needed to finalize by signing the agreement.

Commissioner Williams moved to approve the Internet Auction Agreement by and between Purple Wave and
Taney County; titled 150603GOV with Exhibit 1 attached thereto which contained a list of the personal
property to be auctioned. Commissioner Houseman seconded the motion. The motion passed by vote:
Williams (aye), Houseman (aye), and Strahan (absent).
