Tuesday February 25, 2014: After opening responses from all of the above listed companies today, with
assistance from Taney County Collector Sheila Wyatt, Taney County Clerk Donna Neeley and Taney
County Assessor Chuck Pennel – I documented the basic dollar amount totals from each, as listed above.
Clearly the initial response indicates Ulrich as being the lowest Bidder (BASE PRICE). However, in
addition to that all response packages will be thoroughly reviewed by the three elected officials mentioned
above as this software is needed within each of those county operations. It is estimated that a rather
lengthy timeframe may be required to examine each response as well as make contact with each Vendor
to ensure all needs are met at the lowest costs to Taney County via this Request For Proposal. Strict
comparisons will be made in detail as well as confirmations made specific to total cost being offered.

Thursday May 1, 2014: The Taney County Commission met today in reference to the above listed RFP.
Sheila Wyatt, Cristy Smith (from the Clerk’s Office), Chuck Pennel and I, met with the Commission to
deliver a recommendation. After spending slightly over two months reviewing all possible options by
meeting with Vendors, narrowing the selection to the two lower responses, assessing specifications on
how each solution would best serve the needs of Taney County – the following key factors are noted.
• Confirmation of low Bid by Ulrich: $205,060.00. (BASE PRICE)
• Maintenance Cost: Ulrich's Maintenance cost is less expensive.
• Online Personal Property:
 Ulrich has in place an Online Personal Property program that would allow tax payers to
complete their assessment form online.
 Devnet does not have this program at this time but offered to possibly create one.
• Credit Card Payments:
 Ulrich & Devnet offer online credit card payments. Ulrich immediately adjusts the tax
book showing paid, Devnet posts 24 hours after the payment is entered.
 The Collector’s Office prefers the account to show paid immediately so that the taxpayer
can print off a paid tax receipt immediately and the system will show paid immediately.
 Ulrich allows for automation of credit card payments at the counter to provide a paid
receipt.
 Devnet requires a separate function to allow for a credit card payment at the counter.
• Overall Ulrich meets the needs of Taney County better and more completely than Devnet.
A formal recommendation was made by all three departments – to award to Ulrich. After a few questions
and confirmation that this is the recommendation by all thee a formal motion was made and the Taney
County Commission voted unanimously to award to Ulrich.
