THE JULY ADJOURN TERM

The County Commission met in the Commission Hearing Room at 8:20 am with Ron Houseman (present),
Danny Strahan (present), and Brandon Williams (present). The following proceedings were had and made a
matter of record:

PRELIMINARY STUDY MEETING

The Commissioners discussed previous minutes.

PUBLIC COMMENT

There was no Public Comment at this time.

CALL COUNTY COMMISSION MEETING TO ORDER

Commissioner Houseman called the July 29, 2013, meeting to order at 9:00 am and asked Sue Clayton of the
Recorder’s Office to lead with prayer, and Commissioner Strahan led the Pledge of Allegiance.

PREVIOUS MEETING MINUTES

Commissioner Strahan moved to approve the Commission Minutes with corrections from the following dates:
4-29-2013, 6-13-2013, 7-01-2013, 7-05-2013, and 7-11-2013 with corrections. Commissioner Williams
seconded the motion. The motion passed by vote: Houseman (aye), Strahan (aye), and Williams (aye).

ACCOUNTS PAYABLE

Commissioner Williams moved to approve Accounts Payable as follows: Checks #336198, #336208 -
#336275; Warrants #5812 - #5813; and Transfers from Building & Grounds to Road & Bridge, from Transfer
Station to Road & Bridge, from County Clerk to Election Funds, from Transfer Station to Road & Bridge, and
for paper usage. Commissioner Strahan seconded the motion. The motion passed by vote: Houseman (aye),
Strahan (aye), and Williams (aye).

Mr. Pennel came forward with a question about a bill that is being held for Attorney’s fee. Commissioner
Houseman directed Mr. Pennel to speak with the Taney County’s Attorney on this subject.

APPROVAL OF PAYROLL

Commissioner Strahan moved to approve Payroll. Commissioner Williams seconded the motion. The motion
passed by vote: Houseman (aye), Strahan (aye), and Williams (aye).

INTERGOVERNMENTAL DISPATCH AGRREMENT

Commissioner Strahan moved to table the agreement between Taney County Commission, Taney County
Sheriff, and Western Taney County Fire district until the Letter of Review is provided by County Counsel.
Commissioner Williams seconded the motion. The motion passed by vote: Houseman (aye), Strahan (aye), and
Williams (aye).

COURT ORDERS

Cristy Smith of the Clerk’s Office brought in court orders to be approved by the Commission. Commissioner Strahan
moved to approve Exhibit “A” titled Personal Abatement Reconciliation (which include the following
abatement numbers: #20140086 - #20140094, #20140098, #20140101 - #20140114, #20140119, #20140121,
#20140126 - #20140143, #20140145 - #20140163, #20140165 - #20140172, #20140181 - #20140205,
#20140207 - #20140234, #20140238 - #20140240, #20140242 - #20140257, #20140259, #20140261,
#20140263 - #20140270). Commissioner Williams seconded the motion. The motion passed by vote:
Houseman (aye), Strahan (aye), and Williams (aye).

Commissioner Strahan moved to approve Exhibit “B” titled Abatement Status (which include the following
abatement numbers: #20140097, #20140099, #20140115 – #20140118, #20140120, #20140122 – #20140125,
#20140164, #20140206, #20140260, #20140262). Commissioner Williams seconded the motion. The motion
passed by vote: Houseman (aye), Strahan (aye), and Williams (aye).
Commissioner Strahan moved to approve Exhibit “C” titled Real Estate Abatements (which include the
following abatement numbers: #20140173 – #20140180, #20140286 – #20140288). Commissioner Williams
seconded the motion. Commissioner Houseman questioned if any of these Court Orders were involved in the
case where the judge and the bankruptcy suit ordered as any payout that the County would receive the taxes?
Cristy Smith answered that from her understanding that was not any of these Court Orders. The motion passed
by vote: Houseman (aye), Strahan (aye), and Williams (aye).

INTERGOVERNMENTAL DISPATCH AGREEMENT

Nikki Lawrence presented the Letter of Review from the County Counsel of the agreement by and between
Taney County, the Sheriff’s Department, and Western Taney County Fire District. Commissioner Houseman
recommends approving the agreement.

Commissioner Strahan moved to approve the agreement between Taney County, the Sheriff’s Department, and
Western Taney County Fire District. Commissioner Williams seconded the motion. The motion passed by
vote: Houseman (aye), Strahan (aye), and Williams (aye).

AUDIT ENTRANCE

Lisa Wright came in to talk about the entrance in to the Audit. Commissioner Houseman asked the differences
between the State Audit and the audit her company performs. Ms. Wright stated that her company was to be
conducting a financial audit for the fiscal year 2012. County Auditor Rick Findley came forward and stated that
the State will not be conducting a financial audit. Commissioner Houseman asked how long the audit will last.
Ms. Wright stated she would like the audit to be completed no later than September 1, 2013.

Commissioner Strahan moved to go into Executive Session pursuant to RSMo 610.021 (17). Commissioner
Williams seconded the motion. The motion passed by roll call vote: Houseman (aye), Strahan (aye), and
Williams (aye).
