THE OCTOBER ADJOURN TERM
The County Commission met in the Commission Conference Room at 9:27 a.m. with Ron
Houseman, and Danny Strahan present, Jim Strafuss entered the meeting at 9:50am. The
following proceedings were had and made a matter of record:
BUDGET DISCUSSIONS
Brandon Williams Western District Commissioner Elect was present for the budget discussions
along with Rick Findley County Auditor, and Donna Neeley County Clerk.
EXECUTIVE SESSION –PERSONNEL PER SECTION 610.021.3
Commissioner Strafuss moved to go into Executive Session pursuant to RSMo 610.021.3 at
10:49 a.m., Commissioner Strahan seconded the motion. The motion passed by roll call vote:
Houseman (aye), Strahan (aye), and Strafuss (aye). Brandon Williams Western District
Commissioner Elect was present.
No motions were made.
Commissioner Strafuss moved to go out of Executive Session pursuant to RSMo 610.021.3 at
10:59a.m. Commissioner Strahan seconded the motion. The motion passed by roll call vote:
Houseman (aye), Strahan (aye), and Strafuss (aye). Brandon Williams Western District
Commissioner Elect was present
Commissioner Strahan left the meeting at 10:06 a.m.

PROPOSED STARTING POINT FOR 2013 BUDGET
Commissioner Houseman stated that the Commission has discussed during budget hearings to set
everyone’s budget at their 2012 approved budget amounts plus the salary increases approved
during 2012 and to have Rick Findley send out an e-mail to all elected officials and department
heads explaining the process. Commissioner Strafuss agreed with the proposed e-mail and Rick
Findley forwarded the e-mail to all Elected Officials and Department Heads.
Approved E-Mail:
The 2013 budgetary discussions have been hampered by the fact that there is $4,600,000 more in
requested expenditures from department heads/elected officials than there are anticipated
revenues for the year.
As a result, the commission has agreed to a new starting point for budgetary considerations for
all department heads/elected officials. Each department (with a few exceptions) will be granted
the amount of revenues approved in 2012 plus the employee salary increases approved mid-year
by the county commission. The commission plans to begin the budget process from this
perspective.
All department heads/elected officials will be granted an opportunity to discuss budgetary
considerations with the commission.
