OFFICIAL MINUTES
JUNE 28, 2012, 26th DAY OF
THE APRIL ADJOURN TERM
The County Commission met in the Commission Hearing Room at 9:03 a.m. with Ron
Houseman, Danny Strahan and Jim Strafuss present. The following proceedings were had and
made a matter of record:
REQUEST FOR PROPOSAL FOR
PROFESSIONAL ADMINISTRATIVE SERVICES AND NEWSPAPER SERVICES
Purchasing Agent Ron Erickson had two separate bids to open. Mr. Erickson received two
responses for the Newspaper services bid, #201206-188. The first submission was from Branson
Tri-Lakes News at a cost of $6.00 per column inch. The second submission was from Ozark
Mountain Newspapers at a cost of $4.00 per column inch. Commissioner Strafuss moved to
award bid 201206-188 to Ozark Mountain Newspaper/Taney County Times as low bid.
Commissioner Strahan seconded the motion. The motion passed by vote: Houseman (aye),
Strahan (aye) and Strafuss (aye).
Bob Atchley joined Mr. Erickson to discuss the Professional Administrative Services bid. One
response had been received for RFP #201206-187 Professional Administrative Services. Mr.
Erickson asked for direction to proceed from the Commission. Bob Atchley informed the
Commission of the Hazard Mitigation process regarding the bid. The bid was for the
Administration of the CDBG portion. Discussion ensued which regarded a proposal rebid.
Commissioner Strafuss moved to reject bid #201206-187 and directed the Purchasing Agent to
go back out for bid. Commissioner Strahan seconded the motion. The motion passed by vote:
Houseman (aye), Strahan (aye) and Strafuss (aye).
STATE AUDIT ANNOUNCEMENT
Regina Pruitt of the State Auditor’s office informed Commissioner Houseman an audit of Taney
County would be conducted. Requests from the media would be directed to the State Auditor’s
office. State Auditor’s Office will meet at Taney County to determine scope late in the year,
based upon their workload.
AGENDA REQUESTS REVIEW
The Commission met with Nikki Lawrence to review agenda requests.
CANCELLATION OF RFP #201204-175
Mr. Erickson went before the Commission regarding Air Craft Maintenance provider released
April 7 and opened May 7. As the submission was withdrawn, Mr. Erickson requested
cancellation of RFP 201204-175. Commissioner Strahan moved to cancel RFP 201204-175 as
recommended by the Purchasing Agent. Commissioner Strafuss seconded the motion. The
motion passed by vote: Houseman (aye), Strahan (aye) and Strafuss (aye).
MODOT UPDATE
Beth Schaller with MODot Area Engineer went before the Commission to update and improve
the communication between MODot and Taney County. Although she had been a regular
attendee of TCTAB, Ms. Schaller was planning on a monthly update with the Commission.
The joint project for 76 and Hwy T had been completed. MODot was currently working with
Mr. White on his problem. An overlay on Hwy 125 would be completed and continued down to
the Arkansas line. An overlay on Hwy. 160 from the junction at the Kissee Mills into the next
county would be completed. Randy Haes of Road and Bridge joined the meeting and mentioned
MODot chip-seal projects on Highway OO, Highway KK and M Highway in the Cedar Creek
area. T Hwy was discussed. A turn lake improvements would be added on Highway 160,
between Highway 65 and Forsyth. F highway was a project for the following year. Ms. Schaller
suggested Dan Watts be contacted if the Commission had further questions regarding three lanes
on US Hwy 160 through Forsyth. Snow plow time requirements and route issues were
discussed.

INSURANCE BROKER OF RECORD – LIABILITY INSURANCE
Mr. Brown with ISI and Purchasing Agent Ron Erickson went before the Commission regarding
Liability Insurance. After collecting information for the County, two competitive quotes were
received. After reviewing, MoPerm was 10% lower in premium than Missouri Rural Services.
Copies of insurance proposals were given to the Commission. Mr. Brown recommended
business be placed with MoPerm.
Commissioner Strafuss exited the meeting at 10:10 a.m.
Liability coverage and exclusions were discussed. The County would be moving from
indemnification to pay-on-behalf in regards to legal fees.
Commissioner Strafuss re-entered the meeting at 10:16 a.m.
Different deductibles and liability only on certain vehicles would be reviewed. Commissioner
Strahan moved to award the bid to MoPerm as recommended by of the Insurance Broker of
Record. Commissioner Strafuss seconded the motion. The motion passed by vote: Houseman
(aye), Strahan (aye) and Strafuss (aye).
RFP FOR MANAGED PRINT SERVICES
Mr. Erickson went before the Commission to update on RFP #201205-182, Image Print Services
system in which responses were opened last week. All four responding vendors had a 90 minute
presentation. The employee panel requested a 30 day postponement on the recommendation to
acquire a thorough recommendation as this was a complicated process. Mr. Erickson said the
employee panel was a great benefit to the County.

TRI-LAKES BIO-SOLID PROJECT – EQUIPMENT RECOMMENDATION
Mike Pessina, Senior Project Manager of HDR presented the Commission with a letter
recommending Tri-Lakes Bio-Solids equipment, which required Commission approval. Two
proposals were received from Fenton and Therma-Flight; with recommendation to utilize
Therma-Flight. The equipment recommendation had to be approved by Commission then by
DNR, as both had committed funds to the project. Discussion ensued. Manufacturer’s local
support and lead time, quality of design, maintenance requirements and O & M costs were
discussed.
Commissioner Strafuss moved to approve recommendation of the cities participation in the
project, to accept the Therma-Flight and Alfa Laval’s proposals, and to have their scopes and bid
prices included in the construction bid documents for the project. Commissioner Strahan
seconded the motion. The motion passed by vote: Houseman (aye), Strahan (aye) and Strafuss
(aye).

COMET – DRUG TASK FORCE ORDER AND ORDINANCE
Sheriff Jimmie Russell and Prosecuting Attorney Jeff Merrell went before the Commission with
the COMET – Drug Task Force Order and Ordinance. Commissioner Strafuss read the
ordinance.
Commissioner Strafuss moved to approve the COMET - Drug Task Force Ordinance.
Commissioner Strahan seconded the motion. The motion passed by vote: Houseman (aye),
Strahan (aye) and Strafuss (aye).
NUISANCE WORK SESSION
Commissioner Houseman said the Commission continually received calls from the public
regarding nuisances. Legal Counselor Frank Cottey had looked into the authority to enact a
nuisance order, as a previous order had expired. In review, Mr. Cottey noted that the County did
not have authority to enforce. Mr. Cottey gave examples of statues utilized to attempt
enforcement of nuisances unrelated to First Class counties.
Mr. Berry of the Health Department, utilizing an inspector report consisting of compiled data
since 2008, anticipated 100 cases per year with an ordinance. Mr. Berry stated enforcing an
ordinance was the responsibility of the local prosecutor. Sheriff Jimmie Russell stated Boone
County, a first class county, had ordinances utilizing statutes 192 and 67.402. Commissioner
Strafuss stated statute 67.402 was written for a list of nine first class counties, but Taney County
didn’t meet the qualifications and was not listed. Commissioner Houseman stated Chapter 192
referred to infectious and contagious issues. Taney County’s State Representative would have to
pursue legislation to change this statute. This was a community problem with no way to enforce.
Prosecuting Attorney Jeff Merrell mentioned concerns years back regarding zoning violation
errors the County needed to be aware of. Enforcement still needed addressed via an abatement
program. Chapter 64 referenced zoning regulations.
Planning and Zoning Administrator Bob Atchley stated a zoning regulation could address the
issue. Commissioner Houseman directed Bob Atchley to contact Greene County regarding
enforcement of their nuisance ordinance. This could be added to the traditional zoning Taney
County is going to.
Funding was a concern to Commissioner Houseman. Commissioner Strahan said he would
rather have the State Representative modify the statute to include Taney County. Mr. Berry said
exotic animal housing and transport regulations needed to be made Countywide. Mr. Merrell
said if the Prosecuting Attorney’s office received an investigation report, it would not be a high
priority case.
Commissioner Strafuss moved to adjourn. Commissioner Strahan seconded the motion. The
motion passed by vote: Houseman (aye), Strahan (aye) and Strafuss (aye).
