OFFICIAL MINUTES
APRIL 12, 2012, 5TH DAY OF
THE APRIL ADJOURN TERM

The County Commission met in the Commission Hearing Room at 9:02 a.m. with Ron
Houseman, Danny Strahan and Jim Strafuss present. The following proceedings were had and
made a matter of record:

AGENDA REQUESTS REVIEW

Nikki Lawrence went before the Commission to review agenda requests.

APPROVAL OF EXECUTIVE SESSION MINUTES

Commissioner Strafuss moved to approve Executive Session Minutes listed on the document
labeled Exhibit A. Commissioner Strahan seconded the motion. The motion passed by vote:
Houseman (aye), Strahan (aye) and Strafuss (aye).
HEALTH RISK ASSESSMENT DISCUSSION

Benefits Coordinator Dixie Wagner and Nikki Lawrence went before the Commission to discuss
a Health Risk Assessment. Anthem had requested a Health Risk Assessment be held May 23rd in
the Wellness Center from 7 a.m. to 4 p.m. A medical team would check weight, blood pressure,
and cholesterol level, etc. Discussion ensued regarding a participation incentive be offered to
encourage participation. The assessment would take employees 20 to 25 minutes to attend the 8
stations. Employees would get results immediately and no fasting would be required. Results
were confidential. The Commission asked Ms. Wagner and Ms. Lawrence to proceed. Nikki
Lawrence stated there was a possibility next year’s insurance premium could be decreased in
exchange for participation in the assessment.

STAFF DEPARTMENTAL UPDATE – TREASURER

The Treasurer’s Staff Departmental Update was moved to next Thursday.

PENALTIES AND INTEREST

Collector Sheila Wyatt went before the Commission to request a waiver of penalties and interest
for a property.

Commissioner Strafuss moved to waive penalties and interest as indicated in Exhibit A as
recommended by the Collector and directed by the State Tax Commission. Commissioner
Strahan seconded the motion. The motion passed by vote: Houseman (aye), Strahan (aye) and
Strafuss (aye).
Discussion ensued regarding an additional penalty for a citizen that Commissioner Strahan talked
to. Sheila Wyatt talked to the citizen and told her if it was a county error, penalties and interest
could be removed. The Citizen said it was paid by her bank. Ms. Wyatt said if it was a bank that
made the payment, Ms. Wyatt couldn’t go to the bank to determine the error. By law, if it had
been received the Collector could go by the date stamped on the envelope but her payment had
not been received at the Collectors office. Commissioner Strahan said someone needed to
contact her. Sheila said she talked to her Monday, and in order to remove penalty and interest it
would have to be a county error, but she had not received it so it was not a county error. Sheila
Wyatt said she didn’t get it returned in the mail, as they checked for that. Commissioner Strahan
said he would contact the citizen and the discussion would be reposted.

STAFF DEPARTMENTAL UPDATE – SEWER DEPARTMENT

John Soutee went before the Commission to update the Commission regarding the Sewer
Department.

VILLAGE OF KIRBYVILLE SEWER PROJECT DISCUSSION

The Village of Kirbyville contacted Mr. Soutee regarding a project utilizing the 75/25 percent
share of sales tax. An agreement was entered into in 2009 whereby Kirbyville would relinquish
their sales tax received, and would relinquish until it was paid. There was still approximately
$87,000 due from Kirbyville, which now requested a small project to extend sewers. Kirbyville
differed from Branson and Forsyth, as they did not retain the extension.

Commissioner Houseman asked how much Kirbyville had already paid out of general funds.
Mr. Soutee said only dollars generated through the ½ cent sales tax were utilized.

Mr. Soutee asked money already given by Kirbyville be reinstated to Kirbyville so they can get
started on the project. Commissioner Houseman said he read and applauded the
recommendation made by the Sewer District. Commissioner Strahan said he thought it was very
well documented and showed equality. Discussion ensued. The information would be given to
legal counsel for review.

Other requests made to the Sewer District and funding agreements were discussed. The Sewer
District procedures were discussed. Commissioner Houseman asked Sewer District Legal
Counsel draft Sewer District procedures for the Taney County Legal Counsel to review.
Commissioner Strafuss asked that additional procedures performed be notated and added to the
document.

2012 JAG GRANT

Mr. Sean Barnwell went before the Commission for the annual Justice Department JAG grant.
Allocated funding was for $10,420. As part of the application process, the Grant required the
application be brought before the Commission for review. The Commission was in favor of Mr.
Barnwell moving forward with the grant.

EXECUTIVE SESSION – PERSONNEL & CONTRACTS

Commissioner Strafuss moved to go into Executive Session pursuant to RSMo 610.021(3) and
(12). Commissioner Strahan seconded the motion. The motion passed by roll call vote:
Houseman (aye), Strahan (aye), and Strafuss (aye).
