THE JANUARY ADJOURN TERM
The County Commission met in the Commission Hearing Room at 8:30 a.m. with Ron
Houseman, Danny Strahan and Jim Strafuss present. The following proceedings were had and
made a matter of record:
AGENDA REQUESTS REVIEW
Nikki Lawrence met with the Commission to review agenda requests.
SOLID WASTE MANAGEMENT DISTRICT REPORT
Scott Starrett went before the Commission to give a brief overview of the Solid Waste
Management District monthly meetings. District intentions and grants were discussed.
Electronics recycling was discussed. The Commission felt it was a worthy cause to research
further.
COLLECTOR’S ANNUAL SETTLEMENT
Collector Sheila Wyatt went before the Commission and presented the personal property
delinquent list and the real estate delinquent list. The lists would be reviewed by the
Commission. The 2008 personal property tax list was also presented to the Commission.
Discussion ensued.
The Collector’s Annual Settlement was presented to the Commission. Commissioner Houseman
asked if this amount was similar to or higher than previous years. Ms. Wyatt said the amount
was normal. Discussion ensued.
Commissioner Strafuss moved to accept the Collector’s Annual Settlement as presented by
Sheila Wyatt, Collector of Taney County. Commissioner Strahan seconded the motion. The
motion passed by vote: Houseman (aye), Strahan (aye) and Strafuss (aye).
Sheila Wyatt stated she was holding a check submitted without property documentation to be
reviewed by the outside auditor.
BID PROCEDURE
COUNTY TAX SALE & WORKERS COMPENSATION INSURANCE
Purchasing Agent Ron Erickson went before the Commission to open three bids.
Two responses were received for the first bid 201202-167, which was for the County Tax Sale.
The first submission was from Branson Tri-Lakes News at a cost of $3.94 per column inch based
on 9 point type with 10.5 leading. The second submission was from the Taney County Times at
a cost of $3.00 per column inch based on 9 point type with 10.5 leading.
Michael Schuver publisher of Branson Tri-Lakes News went before the Commission. Mr.
Schuver noted that last year’s successful bidder overcharged tax payers on county tax sale
$3,324.90. Type set for legal notice was printed in a larger type set and size. He wanted the
Commission to consider Taney County Times provide a $3,324.90 credit off the valid invoice for
future county tax sale publication. The deadline was discussed; recommendation and award
would be reposted on April 2.
The second bid 201202-168 was for Workers Compensation. Two responses were received. The
first submission was from Devon Young with Arthur J. Gallagher. The second submission was
from Tim Connell with Connell Insurance. Both bidders were present. April 1 was the
expiration date of the bid.
Mr. Connell pointed out a couple of factors in the bids; one being dividend potential and one
being public risk. The Connell Insurance bid spec pointed out additional services. Discussion
ensued. Mr. Connell stated the pool or trust was the best option. Renewal process was
discussed.
Devon Young represented the Mac Trust, which was 25 years old this year. Rates would renew
December 31, but it was a sound option. Mr. Young felt the rate would stay flat depending on
board approval.
Bids were made available and the award would be re-posted on Monday. The Commission
thanked Mr. Connell and Mr. Young for being in attendance.
The third bid was 201203-170 for Inmate Transportation Services. Costs were a more noticeable
concern and there was a need to control costs. One response was received. The first submission
was from Inmate Services Corporation at cost of $1 per mile with a $350 minimum.
Commissioner Strahan moved to award the Inmate Transportation Services to Inmates Services
Corporation, Arkansas. Commissioner Strafuss seconded the motion. The motion passed by
vote: Houseman (aye), Strahan (aye) and Strafuss (aye).

STAFF DEPARTMENTAL UPDATE – ROAD & BRIDGE/ STORM UPDATE
Randy Haes of Road and Bridge stated storm debris cleanup has slowed down and a truck could
possibly be pulled off next week. No stump debris had been received. The cost for storm debris
cleanup through March 13th was $90,802.
Discussion ensued regarding Central Taney County Fire’s allowed use of the tower at Hilda for
an antenna. Commissioner Strafuss stated there needed to be a contract in place.
A line from the Judicial Center to the Planning & Zoning building involved with the Senior
Housing site construction was discussed.
Signs were posted on several roads that were flooded and roads were being monitored. The K-
Dock project had been started with tree and brush removal due to the weather. Church Camp
and Castlerock Roads were discussed.
Mt. Branson damaged vehicles had been repaired. Building repair was to begin next week.
Commissioner Strafuss asked David Stottle about glass recycling. Mr. Stottle stated glass
recycling was available to Taney County citizens, but no container had been put at the gate.
Liquids and bags were not allowed in the glass bunker.
Devon Huff said estimates received for metal roofing and asphalt shingles had a differed in price
in the amount of $2500. The Commission said metal roofing would be preferred.
TORNADO RELIEF FOR BUSINESSES
Senator Doyle Childers went before the Commission regarding Federal Disaster relief. PACE
(Property Assessed Clean Energy) legislation was a topic of discussion. State legislation
mirrored Federal legislation. Senator Childers discussed the process of how a business entity or
community could obtain funding which would encourage development or redevelopment, stating
rates were very competitive.
Commissioner Strafuss asked what the first step was to join a district. Senator Childers said
submission of an application and join the district for benefits of constituents. Commissioner
Houseman said if the county had the ability to form a district, what would be the advantage.
Senator Childers said east coast or west coast entities. Commissioner Houseman asked for
paperwork necessary to do this. Senator Childers said next Friday March 30, at 1 p.m. for Stone
and Taney counties so all entities get the same information. The location had not yet been
determined.
Senator Childers said each individual apply to the pool and/or create a pool for more
diversification and lower the rates. There would be no liability to a city or county. Some bonds
were available which Taney County may qualify for which would reduce the cost by up to 50%.
Location information would be sent to the Commission.

COUNTY BOARD APPOINTMENTS
Commissioner Strahan said two people wanting to be on Boards backed out. One Park Board
member needs to be filled and contact had not been made. A Planning and Zoning Board
member needed appointed. Appointments would be reposted next Thursday.
APPOINTEE FOR TANEY COUNTY REGIONAL ECONOMIC PARTNERSHIP
The Executive board of the Regional Economic Partnership had an open seat for Taney County
next Tuesday. Commissioner Houseman said he would go to the meeting.
Commissioner Houseman mentioned that Tuesday March 27th was the deadline for filing of
County Offices.

Randy Haes of Road and Bridge met with the Commission to discuss an issue on Quail Road.

Commissioner Strafuss moved to go into Executive Session pursuant to RSMo 610.021(1), (2),
(3), (12) and (17). Commissioner Strahan seconded the motion. The motion passed by roll call
vote: Houseman (aye), Strahan (aye), and Strafuss (aye).
