THE JANUARY ADJOURN TERM
The County Commission met in the Commission Hearing Room at 9:02 a.m. with Ron
Houseman, Danny Strahan and Jim Strafuss present. The following proceedings were had and
made a matter of record:
BID PROCEDURE – DODGE & JEEP POLICE VEHICLES, PROTEM/CEDAR CREEK
BRIDGE
Ron Erickson went before the Commission to open bids for the Protem/Cedar Creek Bridge
which had been handled by Randy Haes of Road and Bridge. The first submission was from
Duracast Products for the construction of slab beams at a total cost of $71, 904. The second
submission was from R & J Warren Construction for reinforcing steel at a cost of $11,286.80 and
the lifting and setting of slab beams at a cost of $24,900. Bids were in conjunction with
construction by Taney County. Commissioner Strahan asked what FEMA would reimburse the
County for. Mr. Haes stated FEMA would reimburse a flat rate of approximately $10,000.
Commissioner Strahan requested a work session regarding the construction of the bridge.
Discussion ensued. The bid would be awarded on Monday.
Two bids on vehicles for the Sheriff’s Department: 201201-164 (Dodge Charger) and 201201-
165 (Jeep Grand Cherokee). The first submission was from West Brothers Chrysler for a
Charger at a cost of $24,087. Sheriff Jimmie Russell said these bids would be compared to state
bids. The second submission was from Landmark Dodge Chrysler Jeep for a Charger at a cost of
$22,799. The third submission was from Capital Automotive for a Charger at a cost of $22,921.
Three bids were received for the Jeep Bid. The first submission was from Capital Automotive
for a 3.6 liter Jeep at a cost of $31,631 and for a 5.7 liter Jeep at a cost of $33,175. The second
submission was from Tri-Lakes Motor for a Charger at a cost of $22,897, a 3.6 liter Jeep at a cost
of $31,562, and a 5.7 liter Jeep at a cost of $33,157. Bids would be awarded on Monday.
AGENDA REQUESTS REVIEW
The Commission met with Nikki Lawrence to review agenda requests.
APPROVAL OF EXECUTIVE SESSION MINUTES
Commissioner Strafuss moved to approve Executive Session minutes for January 5, 9, 19 and 23.
Commissioner Strahan seconded the motion for discussion. The May 31, 2011 session would be
retyped but held for Legal review. The motion passed by vote: Houseman (aye), Strahan (aye)
and Strafuss (aye).
COURT ORDERS & PERSONAL PROPERTY REFUNDS
Deputy Clerk Cristy Smith went before the Commission regarding Court Orders and Personal
Property refunds. The first exhibit was entitled “Completed need in-mass approval”. Discussion
ensued. The Commission requested documentation as to why the change was made.
Commissioner Strafuss moved to approve Personal Property in mass labeled exhibit A.
Commissioner Strahan seconded the motion. The motion passed by vote: Houseman (aye),
Strahan (aye) and Strafuss (aye).
Personal Property Refunds were next which included documentation but included no year.
Commissioner Strafuss moved to approve Personal Property Refunds in mass labeled exhibit B.
Commissioner Strahan seconded the motion. The motion passed by vote: Houseman (aye),
Strahan (aye) and Strafuss (aye).
Commissioner Strafuss moved to approve real estate abatements in mass labeled exhibit C.
Commissioner Strahan seconded the motion. The motion passed by vote: Houseman (aye),
Strahan (aye) and Strafuss (aye).
INTERGOVERNMENTAL FUNDING AGREEMENTS
John Soutee of the Taney County Sewer District went before the Commission. Their attorneys
have gotten closer in the funding agreements. A couple of agreements regarding the short creek
area were concept agreements. Legal Counsel questioned if they were in the budget.
Commissioner Strafuss questioned which budget line indicated the funding.
A Construction funding agreement was drawn which was an over site in the Sewer District
budget. Discussion ensued.
Commissioner Strafuss moved to approve the Intergovernmental Funding Agreement between
Taney County and Taney County Regional Sewer District for the following projects: Powersite
Waste Water Treatment Plant Study up to $25,000, Powersite North Project up to $500,000,
Lookout Acres Phase I up to $210,000, Lookout Acres Phase II up to $100,000, Meadow Ridge
Project up to $750,000, Infiltration and Inflow Remediation Program up to $1,706,295, Pump
Station Flooding Remediation Program up to $1,500,000, T Highway Project up to $2,400,000,
Mildred Project up to $100,000 (Intergovernmental Funding Agreements). Commissioner
Strahan seconded the motion. The motion passed by vote: Houseman (aye), Strahan (aye) and
Strafuss (aye).
BILL OF SALE
Commissioner Strafuss moved to approve the Taney County/Taney County Regional Sewer
District Bill of Sale as presented. Commissioner Strahan seconded the motion. Commissioner
Strahan seconded the motion. The motion passed by vote: Houseman (aye), Strahan (aye) and
Strafuss (aye).
The Sewer District would like to discuss a Treatment plant location with the Commission. Mr.
Soutee mentioned the shooting range property for the Commission’s future consideration. An
agreement with Masonic Lodge was discussed.
EXECUTIVE SESSION – LEGAL UPDATE PER SECTION 610.021(1), (2), (3) & (12)
Commissioner Strafuss moved to go into Executive Session pursuant to RSMo 610.021(1), (2),
(3) and (12). Commissioner Strahan seconded the motion. The motion passed by roll call vote:
Houseman (aye), Strahan (aye), and Strafuss (aye).

BIDS (CONTINUED)
Ron Erickson opened two additional Jeep bids omitted in the prior session as they were in
separate envelopes. The first additional submission was from West Brothers Chrysler for a 3.6
liter Jeep at a cost of $31,918 and a 5.7 liter Jeep at a cost of $33,514. The second additional
submission was from Landmark Dodge for a 3.6 liter Jeep at a cost of $30,512 and a 5.7 liter
Jeep at a cost of $32,057.
Commissioner Strafuss moved to go into executive pursuant to RSMo 610.021(1), (2), (3) &
(12). Commissioner Strahan seconded the motion. The motion passed by roll call vote:
Houseman (aye), Strahan (aye), and Strafuss (aye).
