OFFICIAL MINUTES
DECEMBER 14, 2011, 28TH DAY OF
THE OCTOBER ADJOURNED TERM

The County Commission met in the Commissioner’s Conference Room at 8:47 a.m. with Ron
Houseman and Danny Strahan present and Jim Strafuss absent. The following proceedings were
had and made a matter of record:

2012 BUDGET WORK SESSION

The Commission and Budget Officer Rick Findley met with Human Resources Director Linda
Sorenson regarding her 2012 budget. As this department needed to be discussed with
Commissioner Strafuss present, the Commission was not ready to discuss her budget further.

Wayne Dietrich with the County Extension Office met with the Commission regarding the blank
budget. Knowing the dilemma, he gave the Commission documentation to review with him.
Wayne reviewed his budget and determined where expenses could be lowered to the 5%
decrease.

Chris Berndt Administrator of the Emergency Management department met to discuss his
budget. Half of his budget would be reimbursed by the state.

EXECUTIVE SESSION – PERSONNEL PER SECTION 610.021 (3)

Commissioner Strahan moved to go into Executive Session pursuant to RSMo 610.021 (3).
Commissioner Houseman seconded the motion. The motion passed by roll call vote: Houseman
(aye), Strahan (aye) and Strafuss (absent).

Assessor James Strahan met with the Commission regarding his budget. Assessment fund was
discussed. Aerial photos were discussed. After transfers to county insured was discussed,
Commissioner Houseman requested Dawn Bilyeu of the Auditor’s Office inquire of the need of a
county insured fund.

James Strahan asked about buyouts and legal services. Discussion ensued. Social security was
discussed. Changes were made in the Assessor’s budget to present a more accurate
representation of what was needed by his office as well as additional revenues. Commissioner
Houseman asked Rick Findley if he anticipated revenue after December 29. Mr. Findley said no,
they wouldn’t be posted until as late as January 10th. Commissioner Houseman said the Final
Budget shouldn’t be until Jan 10th, so there would be an accurate representation of the budget.

Mark Parent went before the Commission to present the Airport budget. Additional revenue
items the Auditor would not have would be inventory on hand such as fuel. The Commission
received his comments as the budget was well under the 2011 approved budget. No capital
projects for 2012 have been scheduled. 2011 end of year expenses were discussed. 2012
retainage and reimbursements were discussed.

COUNTY HEALTH INSURANCE

Commissioner Strahan moved to raise employees from $10,000 to $25,000 for life insurance.
Commissioner Houseman seconded the motion. The motion passed by vote: Houseman (aye),
Strahan (aye) and Strafuss (absent).

Dental Insurance rates were discussed. Current out of pocket and buy-up was discussed.
