OFFICIAL MINUTES
NOVEMBER 29, 2011, 20TH DAY OF
THE OCTOBER ADJOURNED TERM

The County Commission met in the Commissioner’s Conference Room at 1:15 p.m. with Ron
Houseman, Danny Strahan and Jim Strafuss present. The following proceedings were had and
made a matter of record:

ABATEMENTS & COURT ORDERS

Assessor James Strahan and Deputy Clerk Cristy Smith went before the Commission to discuss
abatements and court orders. The Assessor said he agreed with all except the first, which was
held over for Commission review.

Collector Sheila Wyatt entered the meeting at 1:17 p.m. The Commission asked the Collector if
she had any concerns. She clarified one typo error with Cristy Smith, and asked about one
abatement which concerned an account already in protest. 3

Commissioner Strafuss moved to approve all abatements on exhibits A – I as presented.
Commissioner Strahan said that included an exemption. Commissioner Strafuss modified his
motion to approve exhibits A – I, omitting line one of exhibit B. Exhibits follow:
Commissioner Strahan seconded the motion for discussion. The motion passed by vote:
Houseman (aye), Strahan (aye) and Strafuss (aye).

Exhibit B, Line 1 was discussed. Commissioner Strafuss had spoken with a board member of the
Animal Advocate of the Ozarks who stated the building would not be rented so the property
could be exempt. Discussion ensued. Assessor James Strahan suggested the Commissioners
read the case he had given them. Commissioner Strafuss moved to approve court order
#20120561. Commissioner Strahan seconded the motion. The motion passed by vote:
Houseman (aye), Strahan (aye) and Strafuss (aye).
2012 BUDGET WORK SESSION

The Commission continued 2012 Budget discussions. They resolved that a meeting would be set
to present the Elected Officials and department heads with the “State of the Budget” on
December 13th, at 8 a.m., with a final budget tentatively scheduled for December 28th. The same
presentation would be available to the public. After the initial presentation, the Commission
would schedule meetings with individual Elected Officials if they desired, to be held December
13th through December 15th.

Discussion regarding sales tax revenues, increasing TIF payments and deficit spending ensued.

Commissioner Strahan left the meeting at 3:13 p.m.

The Road and Bridge fund and the Contingency fund were discussed. The 2011 budget was
reviewed and Commissioners determined that it appeared there were four departments who
would run over budget.

Budget discussions continued regarding transfers, grants, the bad checks fund and grant
agreements. A Fund Balance policy was discussed.
