OFFICIAL MINUTES
NOVEMBER 7, 2011, 14TH DAY OF
THE OCTOBER ADJOURNED TERM

The County Commission met in the Commissioner’s Hearing Room at 8:30 a.m. with Ron
Houseman, Danny Strahan and Jim Strafuss present. The following proceedings were had and
made a matter of record:

PRELIMINARY STUDY MEETING (COMMISSION HEARING ROOM)

The County Commission met to review previous meeting minutes and accounts payable.

PUBLIC COMMENT

There was no public comment.

CALL TO ORDER

Presiding Commissioner Houseman called the November 7, 2011 meeting to order at 9:00 a.m.
with all members present.

PRAYER

Treasurer Helen Soutee led the prayer.

PLEDGE OF ALLEGIANCE

Commissioner Strahan led the Pledge of Allegiance.

PREVIOUS MEETING MINUTES – 10/31 AND 11/2

Commissioner Strafuss moved to approve the minutes of 10/31 and 11/2/2011 with changes and
corrections. Commissioner Strahan seconded the motion. The motion passed by vote:
Houseman (aye), Strahan (aye) and Strafuss (aye).

ACCOUNTS PAYABLE/JOURNAL ENTRIES/TRANSFERS

Commissioner Strafuss moved to approve accounts payable 326547 through 326626 warrants
5518 through 5521 and two transfers, not approving 326562. The motion died due to lack of a
second. Commissioner Strafuss moved to postpone to 1:00 p.m. accounts payable, journal
entries and transfers. Commissioner Strahan seconded the motion. The motion passed by vote:
Houseman (aye), Strahan (aye) and Strafuss (aye).
APPROVE PAYROLL

Commissioner Strafuss moved to approve payroll.

Commissioner Strahan seconded the motion. The motion passed by vote: Houseman (aye),
Strahan (aye) and Strafuss (aye).

DATA SHARING AGREEMENT WITH CHRISTIAN COUNTY

Commissioner Strahan moved to approve the data Sharing Agreement with Christian County.
Commissioner Strafuss seconded the motion for discussion. The motion passed by vote:
Houseman (aye), Strahan (aye) and Strafuss (aye).

INTERGOVERNMENTAL AGREEMENT WITH GREENE & JASPER COUNTY

Sheriff Jimmie Russell went before the Commission to review the Intergovernmental
Agreements with Greene and Jasper County as recommended by County Counsel for prisoner
housing and payment. The agreement met with the Sheriff’s approval.

Commissioner Strafuss moved to approve the Intergovernmental Agreements with Jasper and
Greene County regarding housing of prisoners. Commissioner Strahan seconded the motion.
The motion passed by vote: Houseman (aye), Strahan (aye) and Strafuss (aye).
The Sheriff asked the Commission if they would send the agreement to other municipal agencies
they were currently holding prisoners for. The Commission said yes, the same basic agreement
would be sent. Commissioner Strahan said these would show all Commissioners’ support. The
Sheriff asked if a basic agreement could be available for signature for future business with other
counties. Commissioner Houseman said the Commission would ask Legal Counsel if that would
be acceptable.

COMMUNITY INVOLVEMENT ACTIVITY DISCUSSION

Jillian Rulon gave the Commissioners a list of the political subdivisions and/or committee
meetings which required the Commission’s interaction. Some statutorily required meetings
already had Commission attendance. Commissioner Houseman said to reduce the number of
meetings each Commissioner would have to attend; one Commissioner could be a liaison
between the entity and the County. Commissioner Houseman read the list. Discussion ensued.
The issue would be reposted next week for further discussion.

VETERAN’S RESOLUTION

Assessor James Strahan addressed the Commission regarding the Veteran’s Resolution. He read
the resolution in consideration of our Veterans.

Commissioner Houseman said the resolution was admirable but felt that Missouri law did not
give the County authority to direct business. Discussion ensued. Commissioner Houseman
agreed legislation could be pursued. The matter was referred to Legal Counsel. Assessor James
Strahan said this issue could not be forgotten.

ABATEMENTS/COURT ORDERS DISCUSSION

Cristy Smith of the County Clerk’s office presented the Commission with a list of court orders.
Commissioner Houseman asked if they had already been brought before the Commission. Ms.
Smith said the exemptions were, but had not been voted on because the Commission wanted to
seek Legal Counsel. Commissioner Strafuss asked about classification changes. James Strahan
addressed the Commission to answer questions regarding classification. Discussion ensued.
Exemptions were discussed. Add-ons of personal property abatements were discussed. Sheila
Wyatt addressed the Commission regarding personal property abatements. Donna Neeley
addressed the Commission regarding abatements.

Commissioner Strafuss moved to approve court order numbers: 20120402, 0404, 0732 and
0745. Commissioner Strahan seconded the motion. The motion passed by vote: Houseman
(aye), Strahan (aye) and Strafuss (aye).

Commissioner Strafuss moved to approve court order numbers: 20120561, 0727, 0838 and
0842. Commissioner Strahan seconded the motion for discussion. Commissioner Strahan had a
question regarding 20120561. Commissioner Strafuss amended his motion to exclude
20120561. Commissioner Strahan seconded the amended motion. The motion passed by vote:
Houseman (aye), Strahan (aye) and Strafuss (aye).
Commissioner Strafuss moved to deny court order numbers: 20120393, 0395, 0398 and 0399.
Commissioner Strahan seconded the motion. The motion passed by vote: Houseman (aye),
Strahan (aye) and Strafuss (aye).

Commissioner Strafuss moved to deny court order numbers: 20120150, as it was from a
previous year. Commissioner Strahan seconded the motion. The motion passed by vote:
Houseman (aye), Strahan (aye) and Strafuss (aye).

Commissioner Strafuss moved to approve the balance of the abatements listed on attachment A,
except 20120561.

Commissioner Strahan seconded the motion. The motion passed by vote: Houseman (aye),
Strahan (aye) and Strafuss (aye).

Commissioner Strafuss mentioned an issue brought to his attention by a taxpayer. James Strahan
said BOE ordered a decrease of 25% for the entire complex. 2010 valuation was questioned.
Cristy Smith said she had not listened to minutes for that particular taxpayer. It was not the
entire complex, but only those who appealed who were changed by the BOE. Donna Neeley said
there was no reference to adjust 2010 value, but 2011 could be which would include the increase.
Research would be completed for further discussion.

PERSONNEL POLICY ADDENDUM

The Personnel Policy Addendum was reposted to next Tuesday. James Strahan addressed the
Commission regarding the Personnel Policy Addendum. Commissioner Strafuss said the
Commission was looking to modify the entire policy, but nothing was scheduled yet.
