OFFICIAL MINUTES
NOVEMBER 2, 2011, 11TH DAY OF
THE OCTOBER ADJOURNED TERM
The County Commission met in the Commissioner’s Hearing Room at 10:06 a.m. with Ron
Houseman, Danny Strahan and Jim Strafuss present. The following proceedings were had and
made a matter of record:
2012 BUDGET WORK SESSION
The Commission met to discuss the 2012 Budget Work Session. The Commission agreed that if
they made any changes to the budgets requested by individual elected officials they would ask
the officeholder to meet with them for further discussion. If the budget request was accepted as
presented, they would notify the official as such, and not meet with them unless the official made
a special request.
Commissioner Houseman read the scheduled dates for the Budget Work Sessions. All three
Commissioners agreed that sessions would be open, but due to conflicts in scheduling with the
Commission Hearing Room, it would be necessary to hold some sessions in the Commissioner’s
Conference Room.
The Commission recessed and left the Hearing Room to move the meeting to the Conference
Room.

Round table discussion with Auditor Rick Findley ensued. Commissioner Houseman requested
Lyn Wieneke of the County Clerk’s office copy the Commission Minutes audio of the
discussion with Alissa Woody to CD.
The Commission asked Commissioner Strafuss to request via email that Mark Parent send a
letter requesting support from cities not currently supporting the airport. Documentation of those
letters and responses would be needed.
The Commission requested that Treasurer Helen Soutee give detail to specific line items
revenues via email.
Commissioner Strahan requested Lyn Wieneke of the County Clerk’s office copy the CD of the
four employee hire discussions with Sheriff Russell.
Commissioner Houseman requested to know the number of budgets Auditor Rick Findley
composed for elected officials who did not supply a budget for their office.
Commissioner Strafuss directed the Auditor to email the Prosecuting Attorney’s office stating
that no annual funds had been received and a transfer or check would be needed by the following
Monday. An intergovernmental agreement was also requested.
The Commission directed Rick Findley to ask the Sheriff the number of full and part-time
employees approved in 2011 and how many were requested in 2012, for the Sheriff’s
Department as well as the jail.

Commissioner Strafuss moved to go into Executive Session pursuant to RSMo 610.021 (3).
Commissioner Strahan seconded the motion. The motion passed by roll call vote: Houseman
(aye), Strafuss (aye) and Strahan (aye).
