OFFICIAL MINUTES
OCTOBER 25, 2011, 8TH DAY OF
THE OCTOBER ADJOURNED TERM

The County Commission met in the Commissioner’s Hearing Room at 10:07 a.m. with Ron
Houseman, Danny Strahan and Jim Strafuss present. The following proceedings were had and
made a matter of record:

BUDGET HEARING AND WORK SESSION

Auditor Rick Findley went before the Commission to conduct the 2012 Public Budget Hearing
for Taney County as statutorily required before work could begin on the budget. Mr. Findley
compiled all requests made. In 2010 the County expenses were more than revenues, whereas
2011 appeared it would break even. He expected expense projections should be about the same
as 2011. Commissioner Houseman asked if there were any citizens here to offer public comment.
Commissioner Strafuss asked if expenses reflected an increase in health care. Rick Findley said
he included 20% more for that increase.

Commissioner Houseman requested 2011 expenses with individual department budget requests,
beginning with General County Revenue. Intergovernmental agreements needed to be in place
prior to the 2012 budget.

Juvenile Officer Mike Scofield gave each of the Commissioners a copy of his Circuit Budget
which included a comparison of Christian and Taney County.

Discussion ensued regarding the 2012 Budget. Circuit adjustments had been made. Sales tax
increases and decreases were discussed. The General County Revenue fund balance was
discussed. A budget line needed to be established for each grant utilized by the County. The
Commission requested the County Clerk give election grant amounts to be received from the
state to the Commission as separate line items.

RECONVENED

The County Commission reconvened with Ron Houseman present, Danny Strahan and Jim
Strafuss via phone conference. The following statement was offered by Commissioner
Houseman:

The County Clerk’s office as well as other county departments had been searching for a motion
within county records wherein the Occupancy Law was previously adopted. According to
commissioners, the assessor and others this occurred sometime during 2009.

Thus far, records from BOE proceedings in 2008 and 2009 indicate that votes were taken within
BOE meetings reducing property valuations due to natural disasters; such as floods and fires.
One can only assume that these votes were in the affirmative as a result of the Occupancy Law
being passed, otherwise an affirmative vote could not have been rendered. Because the
commission feels we should and must have a record of all motions, I have asked that this
commission re-adopt the Occupancy Law while we continue to search for the original motion.

Commissioner Strahan moved to approve the following:

Whereas the Taney County Commission desires to empower the county assessor
with the authority to assess newly constructed and occupied residential real
property on a pro-rata basis for the tax year in which such property is occupied,
and to remove residential real property that is destroyed by a natural disaster on a
pro-rata basis, as well as implement the other provisions of the Occupancy Law;
pursuant to section 137.082.8, the Taney County Commission re-adopts the
Occupancy Law, found in its entirety in section 137.082, RSMo.

Commissioner Strafuss seconded the motion. The motion passed by vote: Houseman (aye),
Strahan (aye) and Strafuss (aye).

Commissioner Strafuss moved to adjourned. Commissioner Houseman seconded the motion.
The motion passed by vote: Houseman (aye), Strahan (aye) and Strafuss (aye).
