OFFICIAL MINUTES
AUGUST 30, 2011, 15th DAY OF
THE JULY ADJOURNED TERM

The County Commission met in the Commissioner’s Hearing Room at 10:55 am with Ron
Houseman and Danny Strahan present, and Jim Strafuss present via teleconference. The
following proceedings were had and made a matter of record:

APPROVAL OF PAYROLL

Commissioner Strafuss moved to approve payroll as follows:

Manual Warrants: 5473 - 5474

Accounts Payable: 325775 - 325792

Commissioner Strahan seconded the motion. The motion passed by vote: Houseman (aye),
Strahan (aye) and Strafuss (aye).

BID OPENING – COMPUTERIZED TEMPERATURE CONTROL

Purchasing Agent Ron Erickson and Mr. Malcoat with Malcoat-Winslow Engineers went before
the Commission to open bids for the Computerized Temperature Control.

Commissioner Houseman asked what procedure was followed to get to this point. Prior to Mr.
Erickson’s tenure, the bid contract was awarded to Malcoat-Winslow Engineers to be the
overseer. Mr. Malcoat toured the facility and designed specifications and had a mandatory pre-
bid meeting. From that meeting, we received one bid from EPM. Mr. Erickson opened the bid
which had qualifying requirements. There were three base bids with three alternates as follows:

Courthouse and Administrative building: Base bid $63,511.70.
Optional Voltage Protection was $2500.00
Optional Equipment Performance Monitoring was $24,719.30
Optional 5 year Maintenance Contract was $4,536.55

Justice Center Courtroom Building: Base bid was $116,438.00.
Optional Voltage Protection was $2,500.00
Optional Equipment Performance Monitoring was $47,402.00
Optional 5 year Maintenance Contract was $8,317.00

Taney County Jail Building: Base bid was $172,893.00
Optional Voltage Protection was $2,500.00
Optional Equipment Performance Monitoring was $71,597.00
Optional 5 year Maintenance Contract was $12,349.50

All Buildings combined: $352,842.70
Optional Voltage Protection combined was $7,500.00
Optional Equipment Performance Monitoring combined was $143,718.30
Optional 5 year Maintenance Contract combined was $25,203.05

Commissioner Strafuss lost connection during the bid reading.

The Commission asked Mr. Erickson and Mr. Malcoat to review and outline the expenses and
present the information to the Commission Tuesday.

Commissioner Strahan moved to adjourn. Commissioner Houseman seconded the motion. The
motion passed by vote: Houseman (aye), Strahan (aye) and Strafuss (absent).
