OFFICIAL MINUTES
JULY 28, 2011, 8th DAY OF
THE JULY ADJOURNED TERM

The County Commission met in the Commissioner’s Hearing Room at 8:32 am with Ron
Houseman, Danny Strahan, and Jim Strafuss present. The following proceedings were had and
made a matter of record:

AGENDA REQUESTS REVIEW

The Commission reviewed the agenda requests with Jillian Rulon.

LOOKOUT ACRES CHANGE ORDER #1

Travis Heier with HDR Archer addressed the Commission. He asked if the Commission needed
to sign the Lookout Acres Change Order #1, as their name appeared on it. Commissioner
Houseman stated any deducts in the contract could be taken to the Sewer District.

SHADOW ROCK TRAIL DISCUSSION

Discussion ensued on work that had been done for the County and the fact that the Commission
needed to create an invoice for it and reword the accompanying letter. The other
Commissioner’s asked that Commissioner Houseman reword the letter. Commissioner
Houseman stated that he would submit modifications to the other Commissioners for their
approval.
HAZARD MITIGATION DISCUSSION

Ron Erickson and Bob Atchley addressed the Commission. In speaking with SEMA reps, they
determined that the County’s best approach was to hire a private consultant. Diane May
indicated that the Southwest Missouri Counsel of Governments would be willing to run the cost
benefit analysis if a consultant would obtain the house market value, house elevation, and flood
elevations on the affected properties.

Mr. Mickey Davis with State and Local Management Consultants, LLC of Wyandotte County
Kansas addressed the Commission. He discussed details of the work involved in the grant
application process.

The other Commissioners asked that Commissioner Houseman work with Ron Erickson, Bob
Atchley and Mickey Davis and return to the Commission with a proposal.
