OFFICIAL MINUTES
JUNE 06, 2011, 25th DAY OF
THE APRIL ADJOURNED TERM
The County Commission met in the Commissioner’s Hearing Room at 8:33 am with Ron
Houseman, Jim Strafuss and Danny Strahan present. The following proceedings were had and
made a matter of record:
PRELIMINARY STUDY MEETING (COMMISSION HEARING ROOM)
The County Commission met to review previous meeting minutes and accounts payable.
PUBLIC COMMENT
There were no public comments.
CALL TO ORDER
Presiding Commissioner Houseman called the June 6, 2011 meeting to order in the Commission
Hearing Room at 9:00 am with all members present.
PRAYER
Commissioner Strafuss led the prayer.
PLEDGE OF ALLEGIANCE
Commissioner Strahan led the pledge of allegiance.
PREVIOUS MEETING MINUTES – 5/23, 5/24, 5/25 AND 5/26
Commissioner Strafuss moved to approve the minutes of 5/23, 5/24, 5/25 and 5/26/2011 with
changes as noted and submitted. Commissioner Strahan seconded the motion. The motion
passed by vote: Houseman (aye), Strahan (aye) and Strafuss (aye).
ACCOUNTS PAYABLE / JOURNAL ENTRIES / TRANSFERS
Commissioner Strafuss moved to approve accounts payable checks 324702 through 324767 and
warrants 5421 through 5423 and two transfers Road & Bridge and Sewer. Commissioner Strahan
seconded the motion. The motion passed by vote: Houseman (aye), Strahan (aye) and Strafuss
(aye).

CONGRESSMAN BILLY LONG
Commissioner Houseman had the great pleasure to introduce Congressman Billy Long from the
7th Congressional District. Congressman Long was present to hear what issues Taney County
felt he should pay particular attention to, as well as update the Commission on the Congressional
District changes.
He explained that the County’s Congressional District lines would change, and with that the
entire county would be in one congressional district. Each district picked up an additional
130,000 new people. Our district picked up 26,000 having all of Taney County, all of Polk
County, and a portion of Webster County, beginning in 2013, along with the other 8 counties in
the 7th District.
Houseman mentioned three issues he was concerned with: PILT payments (Payments in lieu of
taxes), the Off System Bridge Program, and how to expedite financial relief for Taney County
Flood victims.
Commissioner Strafuss stated CBDG (Community Block Development Grant) has funding to
help 28 homes that were substantially damaged during the flooding, out of the 250 homes with
damage. The assistance process could take up to 24 months.
Commissioner Strahan had one question: The President declared Joplin was 90% payout for the
FEMA, versus the 10% local match could participate in. The request started at 75%/25% with
the request now to go to 100%. Congressman Long stated that he would see if Branson would get
the same percentage of payoff as Joplin. FEMA tagged Joplin onto Branson, so the County
could get help faster.
Commissioner Houseman mentioned with the 75/25 percent payout, local governments don’t
have the 25%. However, through CDBG it can be afforded to us to pass through.
Commissioner Strahan stated there were lots of issues with Joplin response. Regarding the Table
Rock Dam concerns for safety, an early warning system would help. If there was funding
available for equipment, we would like to be notified if there is something we can apply for, such
as an Early warning system.

INTRODUCTION OF COUNTY COUNSELOR
The Taney County Commission had employed Keck and Austin for legal services, but they also
added Counselor Frank Cottey, who would be carrying much of the workload of the County’s
numerous departments. Because of his background and extensive knowledge, they were pleased
he was joining Taney County.
Frank Cottey addressed the Commission, stating he grew up in Northeast Missouri and practiced
law after attending the University of Missouri in Columbia. After relocating to Springfield, he
had worked for one firm since 1982 doing civil trial work and had worked in the past with Pat
Keck. Elected Officials were asked to introduce themselves to Mr. Cottey. He took it as a
compliment to be asked to work for Taney County.
COUNTY BOARD APPOINTMENTS
Commissioner Strafuss moved to appoint Sara Klinefelter and Barbara Wehrman to the Library
Board for a four-year term. Commissioner Strahan seconded the motion. The motion passed by
vote: Houseman (aye), Strahan (aye) and Strafuss (aye).
Airport Board appointment was rescheduled to next Monday.
Regarding BOA, Commissioner Strahan thought a couple people were interested. He would
contact them that day. Board appointments were rescheduled to the next Monday.
Commissioner Strahan moved to appoint Jeff Jackson and Nathan Easley to the Board of
Equalization with terms to expire 12-31-2011. Commissioner Strafuss seconded the motion.
The motion passed by vote: Houseman (aye), Strahan (aye) and Strafuss (aye). Commissioner
Houseman asked that before BOE meet, the Commission establish a $40.00 board member
reimbursement rate for the half days and $75.00 for the full days to include mileage. It was
agreed to by consensus.
The IDA Board appointment was rescheduled to next Monday.
Board of Transportation District #5 appointment was rescheduled to next Monday.
Commissioner Houseman asked if there was a set of qualifications for the position.
Commissioner Strafuss replied that there were some, but he would like to wait until Monday for
further discussion.
BOE INSTRUCTIONS AND SWEARING IN
AND CONFIRMATION OF BOE SUMMER SESSION
Commissioner Houseman announced that he would let the Secretary of the Board know of the
two appointed today, and invite them to the meeting Thursday in Springfield. Commissioner
Houseman turned the session over to County Clerk Donna Neeley for swearing in.
Commissioner Strahan, Commissioner Houseman, and Commissioner Strafuss were sworn in to
the Board of Equalization.
Donna stated the programming had been updated and appointment scheduling had been started.
The BOE program would be put onto Commissioner Strafuss’ computer so he would have access
to BOE information at all times. Commissioner Houseman requested another computer have the
BOE information added, as well as computers for the other two Board Members. The agenda
would contain the BOE number, the parcel number, the owners name, the beginning valuation,
the requested valuation and a place for the ending valuation, plus a few lines for notes which will
also be indicated on the program.
Deputy Assessor Tim Houchens stated the Assessor’s office will bring to the Board comparables
and information as to how they arrived at the assessed valuation.
The current scheduling was 1 pm to 5 pm on Mondays, and 9 am to 5 pm on the remaining
weekdays. The Commission would be receptive to an evening or two. The application deadline
set by statute is the 3rd week of June. Tax payers were just receiving notices with the Assessors
deadline of June 15. The Board can adjust the deadline for receiving BOE applications, if they
choose. Commissioner Houseman asked Counselor Frank Cottey to discuss with Donna the
conflicting timeframe and modifications that can be adjusted according to Missouri laws.
PUBLIC COMMENT
Donna addressed the Commission requesting access to the Road Building on F Highway for
review of polling place use in Jasper Township, the Commission commented and granted access.
PERFORMANCE VS. NON PERFORMANCE CONTRACTING DISCUSSION
The County had put out for bid on April 18, 2011 an RFQ for a non-performance contract. Non-
Performance bid requests had been sent to Control Technology Solutions, Malcoat-Winslow
Engineers, and Johnson’s Controls. Proposals were received back from Control Technology
Solutions and Malcoat-Winslow Engineers. Discussion ensued.
Commissioner Strafuss moved to award the RFQ to Malcoat-Winslow Engineers as a primary
vendor to start the Non-Performance Computerized Temperature Control process for the
courthouse systems. If no agreement was made, the Commission would re-let and move forward
at that time. Commissioner Strahan seconded the motion. The motion passed by vote:
Houseman (aye), Strahan (aye) and Strafuss (aye).
Commissioner Strafuss agreed to contact Debbie Redford and to let her know the choice on the
non-performance contract.
COMBS-REDFERN SUPPORT LETTER
Max Lytle was unable attend the meeting. The Commission rescheduled to Monday per his
request.
