May 10, 2011, 15th DAY OF
THE APRIL ADJOURNED TERM

The County Commission met in the Commissioner’s Hearing Room at 8:34 am with Ron
Houseman and Jim Strafuss present, and Danny Strahan absent. The following proceedings were
had and made a matter of record:

Danny Strahan entered the meeting at 8:36 am.

PRELIMINARY STUDY MEETING

The Commissioners discussed the agenda for the day.

PUBLIC COMMENT

Sherry Veltkamp commented on the timing of public comment. She expressed her concern that
the earlier time frame had resulted in decreased attendance by the public. She requested the
Commission set the public comment time back to nine o’clock.

Commissioner Strafuss led the prayer.

PLEDGE OF ALLEGIANCE

Commissioner Strahan led the Pledge of Allegiance.

Commissioner Strahan moved to amend the agenda on an emergency basis, as notice had been
received within the last 24 hours that the County had been included in a federal declaration for
individual assistance due to the recent flooding, and the meeting would give Christ Berndt with
Emergency Management, and personnel with FEMA, a chance to update the Commission.
Commissioner Strafuss seconded the motion. The motion passed by vote: Houseman (aye),
Strahan (aye) and Strafuss (aye).
EMERGENCY MANAGEMENT, FEMA AND SBA FLOOD RECOVERY UPDATE

FEMA personnel informed the Commission that they were in the process of home site visitation
and assessment, that recovery funding would begin the following week, and that citizens affected
by the flood were encouraged to contact them by phone at 1-800-621-3362 or via the web at
www.disasterassistance.gov for registration.

Chris Berndt and the FEMA personnel announced that there would be an emergency disaster
center setup within the following weeks, perhaps in Hollister at the Train Station or at the
Branson Airport. Citizens affected by the flooding were encouraged to use the FEMA phone
number for assistance.

Commissioner Strafuss moved to approve the minutes of 4/18, 4/21, 4/25 and 4/28/2011 with
amendments. Commissioner Strahan seconded the motion. The motion passed by vote:

Linda Gifford presented the newspaper services bids as follows:

Linda presented the County Tax Sale bids as follows:

F HWY & 160 PROPERTIES

Darryl Coontz, Executive Director for the Taney County Ambulance District, informed the
Commission that the cost involved in bringing the structure at the F Hwy and 160 intersection up
to a habitable state was too extreme. As an alternative, Mr. Coontz proposed a property swap.
The following maps were presented to illustrate the proposal:
POWELL ROAD VACATE PROCESS

The Commission discussed the on-going process of vacating Powell Road. Commissioner
Strafuss updated the Commission, stating that the case had been assigned to Keck and Austin to
finish.

HPRP MONTHLY REPORT REVIEW

Commissioner Strafuss moved to allocate $45,500 from the County contingency fund to help
fulfill the HPRP grant, with repayment as the State reimburses. Commissioner Strahan seconded
the motion. The motion passed by vote: Houseman (aye), Strahan (aye) and Strafuss (aye).

IOWA COLONY ROAD EASEMENTS

Commissioner Strafuss moved to approve the road easements of Joy Grable and Ed Fischer.

DISCUSSION OF ROADS & BRIDGES INCLUDING: OREMUS ROAD & BLANSIT
ROAD

Randy Haes and the Commission discussed roads that were closed due to the flooding. In
addition, there was discussion on the possible high water point proposed to be reached if rain
continued, and the subsequent driving routes individuals in the Eastern side of the County would
have to use in order to travel into the Western side of the County.

The Commission and the Road & Bridge employees discussed flood damage done to several
County roads and bridges.

The Commission discussed concerns relating to the continued maintenance of Blansit Road.

PLANNING & ZONING WORK SESSION

Planning and Zoning Administrator Bob Atchley spoke to the Commission regarding the
assessment of homes in the flooded areas by his staff, and questions that were presented to him
by the property owners during that time.

Discussion ensued on the ability to rebuild homes that had been damaged 50% or more by the
flooding. It was stated that current regulations would not allow for homes in floodways to be
rebuilt, and that homes in flood plains could only be rebuilt if the base elevation was brought up
to current standards – either by fill or by building the home on stilts.

Commissioner Strahan left the meeting at 1:55 pm.

Mr. Atchley and the commission discussed the work that would need to be done on the County’s
master plan, the development code book, the related public hearings and the task forces that
could be utilized for input on the process.

Mr. Atchley requested confirmation on the public hearing schedule.

The Commission and Mr. Atchley discussed the vacancy of an inspector in the P&Z Office. The
Commission requested that Mr. Atchley create a job description and pass it on to Nikki in their
office, so they could review it and post it when approved.

EXTENSION OF COMPENSATORY TIME

The Commission discussed the request of the Road & Bridge department to extend their comp
time from last winter, because with the flooding they were not able to use all of it. There was a
question on paying it out, and they agreed to repost.
