OFFICIAL MINUTES
April 6, 2011, 2nd DAY OF
THE APRIL ADJOURN TERM

The County Commission met in the Commission Hearing Room at 11:15 am with Ron
Houseman, Danny Strahan present and Jim Strafuss absent. The following proceedings were had
and made a matter of record:

ADMINISTRATIVE & DEPARTMENTAL FUNCTIONS

BID AWARD – ASSESSOR & COLLECTOR SOFTWARE

Linda Gifford met with the County Commission to present the three responders qualifications for
the bid award for the Assessor & Collector and Clerk Software. Intrinsi Corp DBA Villa GIS,
Devnet, Inc. and Vanguard Appraisals, Inc. Linda put together a bid tabulation with the
highlights of the main points that will affect the Assessor, Collector and the Clerk on the
integrated system. Discussion ensued.

Ginger Lynch with Villa GIS responded to the question – Does Villa GIS handle railroad &
utilites for the clerk and extension? Yes.

Commissioner Strahan moved to accept Intrinsi Corp Villa GIS as the vendor for the Assessor,
Collector and Clerk Software. Commissioner Houseman seconded the motion. Motion passed by
vote: Houseman aye, Strahan (aye), and Strafuss (absent).

Assessor, James Strahan stated that they saw five demonstrations of software and Villa GIS stands out in
the forefront of everyone. We have the transition between the Collector and Clerk that is already basically
their program. This will be a smooth transition.

County Clerk, Donna Neeley, thanked the Assessor, Collector and everyone involved in this process.
Donna restated what James just said, we are taking data from the current program and entering it into
another program. Anytime that occurs there is a possibility of an error. Donna expressed how fantastic it
is that the Assessor, Collector and Clerk will be working from the same data base to decrease our error
rate. Donna is very, happy for everyone involved.

Commissioner Houseman asked Linda Gifford the following question: when do we get to the cost phase?
Linda explained the bid award process to the County Commission.

Commissioner Strahan amended his motion.

Commissioner Strahan moved to prioritize based upon the statement of qualifications from vendors:
1. Intrinsi Corp DBA Villa GIS
2. Devnet, Inc
3. Vanguard Appraisals, Inc.
Commissioner Houseman seconded the motion. Motion passed by vote: Houseman aye, Strahan aye, and
Strafuss absent.
The Commission directed Linda Gifford to do a RFP regarding the software.
