OFFICIAL MINUTES
March 29, 2011, 41st DAY OF
THE JANUARY ADJOURNED TERM

The County Commission met in the Commission Conference Room at 9:02 AM with Ron
Houseman, Danny Strahan and Jim Strafuss present. The following proceedings were had and
made a matter of record:

ADMINISTRATIVE & DEPARTMENTAL FUNCTIONS

BID AWARD – WORKMAN’S COMPENSATION

Linda Gifford, Purchasing met with the County Commission to present and explain the bid
awards for workman’s compensation.

Linda stated that two companies bid on the same payroll number and one company did not.

Commissioner Houseman requested that Linda Gifford provide a copy of what she sent to the
companies to bid on.

Tim Connell with Connell Insurance gave the County Commission two hand-outs showing losses
as well as premiums. Discussion ensued.

Linda Gifford presented the following bullet points and the information Commissioner
Houseman requested along with her recommendation.

Recommendation - Connell Insurance

Evaluation team – Dixie Wagner, Dawn Bilyeu and Linda Gifford

• See chart attached where Rick Findley and I reviewed rates as payroll
numbers were different in bid
• We do not want to lose the premium ($12,707) for leaving Connell
Insurance / Missouri Rural
• We like the local support
• 20% discount at Skaggs Occupational Health
• Certified educational classes

Tim Connell extended his apology to the County Commission for making a mistake on the bid.

Commissioner Strafuss moved to award Connell Insurance a one year award of the workman’s
compensation insurance effective April 1st. Commissioner Strahan seconded the motion.
Commissioner Strahan addressed his concerns regarding the bid award format he would like to
seek counsel on the future bid award process.

RECONVENED
9:52 AM

Pat Keck, Legal Counsel addressed the County Commission regarding the irregular bid that was
received for workman’s compensation because it is not an apples to apples comparison. It needs
to be relet. Pat Keck recommended that we renew the existing policy which would give you an
opportunity to relet the bid with a 90 day notice. Further discussion ensued.

Commissioner Strahan withdrew his second in the previous motion. Commissioner Strafuss
withdrew his previous motion.

Commissioner Strafuss moved to renew the existing workman’s compensation policy for 90 days
and direct Linda in purchasing to rebid the workman’s compensation process. Commissioner
Strahan seconded the motion. The motion passed by vote: Houseman (aye), Strahan (aye) and
Strafuss (aye).

Commissioner Houseman requested Pat Keck to help us with that process to make sure that we
do it exactly according to hoyle and that we get this rectified.

EMERGENCY EXECUTIVE SESSION – LITIGATION & PERSONNEL PER SECTION

Commissioner Strafuss moved to go into Emergency Executive Session pursuant to RSMo
610.021.1.3 Commissioner Strahan seconded the motion. The motion passed by roll call vote:
Houseman (aye), Strafuss (aye) and Strahan (aye).

Commissioner Strafuss moved to go out of Emergency Executive Session. Commissioner
Strahan seconded the motion. The motion passed by roll call vote: Houseman (aye), Strafuss
(aye) and Strahan (aye).

Commissioner Strahan moved to adjourn. Commissioner Houseman seconded the motion. The motion
passed by vote: Houseman (aye), Strafuss (aye) and Strahan (aye).
