OFFICIAL MINUTES
February 24, 2011, 29TH DAY OF
THE JANUARY ADJOURN TERM

The County Commission met in the Commission Hearing Room at 8:00 AM with Ron
Houseman, Danny Strahan and Jim Strafuss present. The following proceedings were had and
made a matter of record:

ADMINISTRATIVE & DEPARTMENTAL FUNCTIONS

IOWA COLONY ROAD

Randy Haes and Dave Stottle with Road and Bridge met with the County Commission in regards
to Iowa Colony Road to discuss putting an overlay on a section of Iowa Colony Road this
summer, along with several other improvements to the road and three easements that need to be
approved. Randy showed the County Commission a video of Iowa Colony Road. Discussion
ensued.

Commissioner Strafuss moved to accept easements provided by Randy Haes from Russel G. Russell and
Jacqueline Russell, Joy E. Grable and Lois M. Grable, Larry B. Berry and Alice L. Berry. Commissioner
Strahan seconded the motion. The motion passed by vote: Houseman (aye), Strafuss (aye) and Strahan
(aye).

SPRING CLEAN-UP

Commissioner Strafuss moved to approve spring clean-up days for April 15th and April 16, 2011.
Commissioner Strahan seconded the motion. The motion passed by vote: Houseman (aye),
Strafuss (aye) and Strahan (aye).

AIR TRAN/SOUTHWEST AIRLINES

EXECUTIVE SESSION – NEGOTIATION OF CONTRACTS AND LITIGATION PER
SECTION 610.021.12.1

Commissioner Strafuss moved to go into Executive Session pursuant to RSMo 610.021.12.1
Commissioner Strahan seconded the motion. The motion passed by roll call vote: Houseman
(aye), Strafuss (aye) and Strahan (aye).

APPROVAL OF PAYROLL

Commissioner Strafuss moved to approve payroll and additional funding to the employees whose
employment has been terminated subject to their signing the release agreements as prepared by counsel.
Commissioner Strahan seconded the motion. The motion passed by vote: Houseman (aye), Strahan
(aye) and Strafuss (aye).

DOCUMENT RETENTION

The County Commission met in the Commission Office to review and sort old documents for
document retention.

NUISANCE ORDINANCE

Bob Paulson met and presented a copy of the nuisance ordinance and minutes for November 27,
2006 to the County Commission. Discussion ensued.

The County Commission directed Bob Paulson to write up a new draft with some
recommendations and email it to the County Commission they will individually go over specifics
with Bob Paulson and reconvene with a new meeting in a couple of weeks and go through the
draft of the ordinance before we have a public hearing. After the County Commission approves
the nuisance ordinance Bob was directed to provide the necessary language and forward it to our
state representative or state senator.
