OFFICIAL MINUTES
January 31, 2011, 18th DAY OF
THE JANUARY ADJOURN TERM
The County Commission met in the Commissioner’s Conference Room at 9:00 AM with Ron
Houseman, Danny Strahan and Jim Strafuss present. The following proceedings were had and
made a matter of record:
ADMINISTRATIVE & DEPARTMENTAL FUNCTIONS
WORK SESSION – PERSONNEL POLICY, MEETING PROCESS & COURTHOUSE POLICY
Ron Houseman called the January 31, 2011 meeting to order. Jim Strafuss lead prayer
Danny Strahan led pledge of allegiance.
ACCOUNTS PAYABLE
Jim Strafuss move to approve accounts payable as presented. Danny Strahan seconded the motion.
Motion passed by vote: Houseman (yea), Strafuss (yea), and Strahan (yea).
JOURNAL ENTRIES AND TRANSFERS
Jim Strafuss motion to approved journal entries and transfers as presented (transfers within our own
funds) Danny Strahan seconded. Motion passed by vote: Houseman (yea), Strafuss (yea), and Strahan
(yea).
FOREIGN TRADE ZONE APPLICATION
Bob Paulson County Counselor explained that Alternative sight framework would allow a manufacturer
to purchase goods from foreign companies and not pay import taxes until the sale of that product. Mr.
Paulson also explained that by Opting in on Springfield Foreign Trade Zone there would be no cost to
Taney County, but would provide an advantage to manufacturers who might want to use this process.
Jim Strafuss motioned to approve the foreign trade zone application as presented. Danny Strahan
seconded the motion.
Bob Paulson explained that the zone will be all of Taney County. Any manufacturer can opt to belong to
the foreign trade zone and then would be responsible for expenses. Ron Houseman called for the vote:
Motion passed by vote: Houseman (yea), Strafuss (yea), and Strahan (yea).
Recessed at 9:15am until 9:30am
Reconvened at 9:39am
RON HOUSEMAN STATED THAT WE NEED A LETTER TO ELECTED OFFICIALS
REGARDING EMPLOYEE TERMINATION DATES?
The Commission discussed whether to have Severance Packages or extend Insurance verses cash and
limiting them from being rehired part time.
RECESSED AT 10:28 UNTIL 11:00AM
RECONVENED 11:15AM
PERSONNEL POLICY
CLOSING OF COURT HOUSE
Jim Strafuss suggested that the commission send out e-mail to all elected officials by 6:00am and also
send notice to the media to see if courthouse is open.
RECESSED AT 12:00 UNTIL 1:15 PM
RECONVENE AT 1:19PM
Jim Strafuss updated the Commission about the impending weather. Danny Strahan said he would be
willing to let Road & Bridge crew drop plows on lettered roads if there are blizzard conditions. Ron
Houseman said he was fine with it. The Commission Concurred.
Jim Strafuss left the meeting at 1:26pm
RECESSED AT 1:39
RECONVENED AT 2:25PM
Ron Houseman announced that the County Commission is in recess for the remainder of the day and will
be watching the weather and working with road and bridge and other departments in an effort to be best
prepare for the predictions of tomorrow historic storm.
