OFFICIAL MINUTES
January 28, 2011, 17th DAY OF
THE JANUARY ADJOURN TERM
The County Commission met in the Commissioner’s Conference Room at 8:42 AM with Ron
Houseman, Danny Strahan present and Jim Strafuss absent. The following proceedings were had
and made a matter of record:
ADMINISTRATIVE & DEPARTMENTAL FUNCTIONS
2011 BUDGET DISCUSSION, MEETING PROCESS & COURTHOUSE POLICY
Brenda Neal, Circuit Clerk met with the Commission for follow-up discussions.
Mike Scofield and Teri Goodall of the Juvenile Office met with the Commission for follow-up
discussions.
Both Brenda Neal and Mike Scofield agreed to move the existing employees being paid by County
dollars into State positions as they became vacant. Both agreed to not rehire positions financed through
County funds. Commissioner Houseman recommended that the Juvenile Office budget be established at
the round figure of $128,000 for 2011, with the caveat of the vehicles. Budget is set at $132,224 and
includes the grant that was mentioned. The Commission did not take a vote; they agreed by consensus.

Jimmy Russell, Sheriff met with the Commission for follow-up discussions.
Commissioner Houseman directed Rick Findley, Auditor to work with Jimmy Russell, Sheriff on his
budget line items.

EMERGENCY MEETING REGARDING ACCOUNTS PAYABLE FOR IRS, CERF AND
MISSOURI DEPARTMENT OF REVENUE
Commissioner Strafuss moved to approve payment for the IRS, Missouri Department of Revenue &
CERF dated the 28th of January as presented by Dawn Bilyeu. Commissioner Strahan seconded the
motion. The motion passed by vote: Houseman (aye), Strafuss (aye) and Strahan (aye).
2011 BUDGET DISCUSSION, MEETING PROCESS & COURTHOUSE POLICY
Donna Neeley, County Clerk spoke to the Commission regarding concerns about job duties and
the number of office staff in her office in a big Election year.
John Soutee, Sewer met with the Commission for further budget discussions.

Carol Davis, Public Administrator met with the Commission for further budget discussions.
Commissioner Strafuss moved to table Foreign Trade Zone Application until Monday, January
31, 2011. Commissioner Strahan seconded the motion. The motion passed by vote: Houseman
(aye), Strafuss (aye) and Strahan (aye).
Donna Neeley spoke to the Commission about creating an expense line item in her 103 budget,
personnel line for contract labor for Elections this will be reimbursed by the political sub-
divisions.

Commissioner Strafuss moved to go into Executive Session pursuant to RSMo. 610.021 (3).
Commissioner Strahan seconded the motion. The motion passed by roll call vote: Houseman
(aye), Strafuss (aye) and Strahan (aye).

BUDGET HEARING
A public meeting on the 2011 Budget for Taney County was held. Ron Houseman opened the session and
invited the public to speak on the Budget and Budget Process. Rick Findley confirmed that the meeting
had been posted in a timely manner.
Jim Strafuss moved to conclude the 2011 Taney County Budget Hearing. Danny Strahan seconded the
motion. Motion passed by vote: Houseman (yea), Strafuss (yea), and Strahan (yea).
Jim Strafuss moved to approve the 2011 Taney County Budget as presented by Rick Findley, Budget
Officer. Danny Strahan seconded the motion. Motion passed by vote: Houseman (yea), Strafuss (yea),
and Strahan (yea).
Presiding Commissioner Housman stated that the commission would reconvene at 2:00pm.
