OFFICIAL MINUTES
January 21, 2011, 13th DAY OF
THE JANUARY ADJOURN TERM
The County Commission met in the Commissioner’s Hearing Room at 9:00 AM with Ron
Houseman, Danny Strahan present and Jim Strafuss absent (he is attending the Legislative
Affairs Committee Meeting). The following proceedings were had and made a matter of record:
ADMINISTRATIVE & DEPARTMENTAL FUNCTIONS
Commissioner Strahan, Eastern District made a brief announcement at 8:32 AM that the
Commission Meeting will be starting at 9 A.M. this morning.
PRAYER & PLEDGE OF ALLEGIANCE
The prayer and was led by Dawn Bilyeu.
The Pledge of Allegiance was led by Bob Paulson.
APPROVAL OF ACCOUNTS PAYABLE, MINUTES & PAYROLL
Commission Minutes will be tabled until this afternoon since they are a mixed batch of 2010
and 2011 Minutes until Commissioner Strafuss is present.
Commissioner Strahan moved to approve payroll as follows.

Commissioner Strahan moved to approve abatements as presented. Commissioner Houseman
seconded the motion. The motion passed by vote: Houseman (aye), Strahan (aye), and Strafuss
(absent).
HPRP QUARTERLY REPORT
Commissioner Houseman presented the December 31, 2010 HPRP Monthly Report.
Commissioner Strahan moved to approve the December 31, 2010 HPRP Monthly Report.
Commissioner Houseman seconded the motion. The motion passed by vote: Houseman (aye),
Strahan (aye) and Strafuss (absent).

CRIMINAL JUSTICE/LAW ENFORCEMENT GRANT PROGRAM INFORMATION FORM
Commissioner Houseman tabled this Criminal Justice/Law Enforcement Grant Program Information
Form until this afternoon.
The Commission will discuss a phone bank in case of an emergency at a later time.
2011 BUDGET DISCUSSION
The Commission discussed the Senior Citizens Fund and who is required to pay their bills by
statute. Commissioner Houseman directed Bob Paulson to look into this. Discussion ensued.
Commissioner Houseman discussed a CLERF Fund for the Prosecuting Attorney’s office to
purchase vehicles for the Sheriff’s Department. Commissioner Houseman is looking into the
CLERF Fund and the statute.
Commissioner Houseman wanted to recognize the Road Crews/Department for doing such a
great job on the roads yesterday.
A general work session regarding various issues with the 2011 Budget was held.

A general discussion of budget matters resumed with the Commission and Rick Findley, Auditor
discussed generalities about the budget for the following:
Court Recorder, Court Administrator, Jury, Presiding Circuit Judge, Sheriff and Prosecuting
Attorney. Discussion ensued.
