OFFICIAL MINUTES
January 14, 2011, 10th DAY OF
THE JANUARY ADJOURN TERM

The County Commission met in the Commissioner’s Hearing Room at 8:34 AM with Ron
Houseman, Danny Strahan and Jim Strafuss present. The following proceedings were had and
made a matter of record:

2011 BUDGET DISCUSSION

The Commission discussed meeting with the Sewer Board next week at their meeting.

Presiding Commissioner Houseman read aloud two e-mails that he received from Mike Scofield,
Chief Juvenile Officer 38th District and Brenda Neal, Circuit Clerk. The statutes direct us that
once any opposition has been made for those particular offices that we are in fact to repair any
changes that we made to those budgets and leave them intact. They are protected by statute.

Commissioner Strafuss spoke to John Soutee, Sewer about the Commission posting an executive
session meeting at 1 PM on Tuesday, January 18, 2011 to discuss personnel. Discussion ensued.

Presiding Commissioner Houseman read aloud a letter that he received yesterday from the
Judicial Center regarding a meeting being held by Judge Orr on Monday, January 17, 2011 at 10
A.M. in regards to budgetary issues. Discussion ensued.
Commissioner Strafuss read aloud a segment that was written December 2009 prior to
Commissioner Houseman becoming Presiding Commissioner regarding attrition. Discussion
ensued.

Commissioner Strahan stated that State Mandates can affect us anytime. Discussion ensued.

A general work session regarding various issues with the 2011 Budget was held.

Commissioner Strafuss moved to go into Executive Session pursuant to RSMo. 610.021. 3.1
Commissioner Strahan seconded the motion. The motion passed by roll call vote: Houseman
(aye), Strafuss (aye) and Strahan (aye).

2011 BUDGET DISCUSSION

The Commission discussed whether or not to post the Monday morning meeting at the Judicial
Center. Presiding Commissioner Houseman recommended posting the meeting stating that the
Commission may and may not attend this meeting. No votes will be taken. If the Commission
attends the meeting they are attending as invited guests only. Discussion ensued.

Donna Neeley, County Clerk addressed the Commission to make sure they received her text,
they said, they did. She asked for clarification on what they are looking for as far as budget cuts.
Commissioner Houseman stated there are two major options: doing away with all employee
benefits, or cutting personnel. Discussion ensued.
Legal fees were discussed.

The Commission discussed posting a meeting to discuss a new program (Software) between the
Assessor Office and the Collector’s Office for taxation purposes. The old program has much
needed patch work.

The Commission welcomes any and all suggestions.
