OFFICIAL MINUTES
January 7, 2011, 5th DAY OF
THE JANUARY ADJOURN TERM

The County Commission met in the Commissioner’s Office Meeting Room at 8:32 AM with Ron
Houseman, Danny Strahan and Jim Strafuss present. The following proceedings were had and
made a matter of record:

ADMINISTRATIVE & DEPARTMENTAL FUNCTIONS

KANAKUK/WHITE FAMILY CEMETERY

Eddie Coxie, Planning Department updated the Commission on the White Family Cemetery.
Discussion ensued.

Commissioner Strafuss moved to approve the petition to establish the White Family Cemetery.
Commissioner Strahan seconded the motion. The motion passed by vote: Houseman (aye),
Strafuss (aye) and Strahan (aye).

BRANSON BANK

The Commission requested a document in writing from the Branson Bank. Bob Paulson stated
that Branson Bank did provide a written request to the County Commission asking that the
penalities and interest be waived due to governmental error under 52.240. Discussion ensued.

Commissioner Strafuss moved to table Branson Bank. Commissioner Strahan seconded the
motion. The motion passed by vote: Houseman (aye), Strafuss (aye) and Strahan (aye).

DIRECT DEPOSIT

Presiding Commissioner Houseman read aloud the order for Direct Deposit for 2011.

Commissioner Strafuss moved to adopt the order of direct deposit of payroll for 2011.
Commissioner Strahan seconded the motion. The motion passed by vote: Houseman (aye),
Strafuss (aye) and Strahan (aye).

PROPERTY AND CASUALTY INSURANCE

We will establish a time to take bids for all insurance within a one year period. For the record it
is terrorism insurance coverage and risk management.

Commissioner Strafuss moved to award One Beacon the property and liability insurance for
Taney County for 2011 for a period of one year. Commissioner Strahan seconded the motion.
The motion passed by vote: Houseman (aye), Strafuss (aye) and Strahan (aye).
 OACAC BOARD APPOINTMENT

Discussion to schedule and talk about all Board Appointments in February 2011.

Commissioner Strafuss moved to table the OACAC Board Appointment until Tuesday, January
18, 2011 at 8 AM. Commissioner Strahan seconded the motion. The motion passed by vote:
Houseman (aye), Strafuss (aye) and Strahan (aye).

ROAD VACATE FOR AN UNDEVELOPED ROAD IN SADDLEBROOK SUB-
DIVISION

Bob Paulson and Quentin McGhee petitioner spoke to the Commission regarding the road
vacation for an undeveloped road in Saddlebrook sub-division. Discussion ensued.

A notice was posted in five public places at least 15 days prior to Monday, January 3, 2011. No
parties are present to speak against this road vacation. Planning and Zoning has seen the project,
and approved same. Road and Bridge has no concerns.

Commissioner Strahan moved to approve the findings and the proposed order vacating and
relocating a portion of Saddle Ridge Road. Commissioner Houseman seconded the motion. The
motion passed by vote: Houseman (aye), Strafuss (absent) and Strahan (aye).

Presiding Commissioner Houseman suggested that the County Commission add to their list of
tasks to develop a consistent system that we utilize for vacations and a packet if need be that is
distributed when vacations are asked for or considered and perhaps vacations should come from
Road & Bridge or Planning and Zoning whichever department we determine to make the
presentation and all of the work being done before it arrives before the Commission.

TANEY COUNTY SOIL & WATER REIMBURSEMENTS

Commissioner Strahan moved to approve reimbursements that was explained a couple weeks ago
on two months of rent that was due on the building that was left out of the 2010 budgetary
process. Commissioner Strafuss seconded the motion. The motion passed by vote: Houseman
(aye), Strafuss (aye) and Strahan (aye).

As clarification for that motion that we currently are funding the rent for Soil and Water within
Taney County - Taney County Soil and Water District that during the budgetary process instead
of the full months, only 10 months were funded and therefore, we are basically making up that
last two months and a motion has been made to approve that expenditure of $1,200 to Taney
County Soil and Water.

HPRP MONTHLY REPORT

Commissioner Strafuss presented the December 2010 HPRP Monthly Report.

Commissioner Strafuss moved to accept the December 2010 expenditure report for the HPRP
grant. Commissioner Strahan seconded the motion. The motion passed by vote: Houseman
(aye), Strafuss (aye) and Strahan (aye).
 PLANNING & ZONING ORDINANCE CHANGE

Eddie Coxie, Planning spoke to the Commission in December the planning board sent to the
Commission recommendations on three issues in our existing code book dealing with permanent
extension of sub-division of land and with duplexes. Discussion ensued.

Commissioner Strafuss moved to accept the permanent extension 4.9 to our existing ordinance.
Commissioner Strahan seconded the motion. The motion passed by vote: Houseman (aye),
Strafuss (aye) and Strahan (aye).

2011 BUDGET DISCUSSION

Presiding Commissioner Houseman updated the citizens of Taney County and our listening
audience on what they have been discussing and the direction they are heading. An update on
Cody Software was also given. Commissioner Strafuss received the January sales tax report, we
are down 12.1% in sales tax compared to last year. The Commission will start meeting with
individual department heads on Monday, January 10, 2011 to discuss their budget, if they finish
personnel discussions today. Commissioner Strahan stated that Taney County is facing a deficit
crisis in revenues. We are very fortunate compared to all of the adjoining counties around us. As
Elected Commissioners our responsibility is to balance the operating budget for Taney County.
Discussion ensued.
A general work session regarding various issues with the 2011 Budget was held.

Commissioner Strafuss moved to go into Executive Session pursuant to RSMo. 610.021.3.2& 1
Commissioner Strahan seconded the motion. The motion passed by roll call vote: Houseman
