OFFICIAL MINUTES
September 7, 2010, 26th DAY OF
THE JULY ADJOURN TERM
The County Commission met in The Commissioner’s Hearing Room at 9:00 AM with
Chuck Pennel, Danny Strahan and Jim Strafuss present. The following proceedings were
had and made a matter of record:
PRAYER & PLEDGE OF ALLEGIANCE
Commissioner Pennel led the prayer and Pledge of Allegiance.
PREVIOUS MEETING MINUTES – 8/27, 8/30, 9/1
Commissioner Strafuss moved to approve the Minutes of August 27 and September 1,
2010. Commissioner Strahan seconded the motion. The motion passed by vote: Pennel
(aye), Strahan (aye), and Strafuss (aye).
ACCOUNTS PAYABLE
Commissioner Strafuss moved to approve accounts payable as follows:

Commissioner Pennel seconded the motion. The motion passed by vote: Pennel (aye),
Strahan (aye) and Strafuss (aye).
PUBLIC COMMENT
Don Ehrhardt spoke to the Commission regarding a piece of land he owns near Kissee
Mills which he cleared of trees and brush. He requested that the Commission dismiss a
Planning & Zoning employee who complained about the clearing of the land and reported
the clearing to the Department of Natural Resources, which he stated would be ticketing
him.
Ron Potter, City of Forsyth, spoke to the Commission about the continuing requests of
the public for a City swimming pool. He stated that there would be a Public Hearing
September 16th at 7:00 pm to discuss the possibility of forming a citizen’s committee to
raise the funds needed for a pool.
NEW/OLD BUSINESS
PARK BOARD APPOINTMENT
Commissioner Strahan moved to appoint Randy Lumley to the Park Board. Motion died
for lack of a second.
The Commission decided to send a letter to the editor or a press release notifying the
public of the opening on the Park Board before appointing an individual.
STATE REIMBURSEMENT
Assessor James Strahan notified the Commission that he had received reimbursement
through the State. He further discussed the accuracy of the assessment process in relation
to the Branson Creek Boulevard at the Branson Airport.
Commissioner Strahan thanked the work of Senator Goodman in helping secure the
reimbursement from the State.
FEMA COST REIMBURSEMENT
Commissioner Pennel discussed the case of Mr. Dalton, who experienced continuing
problems with receiving a letter of map amendments from FEMA.
Eddie Coxie provided the Commission with a list of landowners who had received
LOMAs.
The Commission discussed issues related to the FEMA flood plain plan and directed Mr.
Coxie to perform further research on them.
PAYROLL ERROR CORRECTION
Commissioner Pennel stated that it was his belief that there had been a $6,000.00 error in
the salary pay of Mr. Ron Houseman in IDA.
Commissioner Strahan stated that he believed there had not been an error made, that Mr.
Houseman was being paid for doing the work of three positions.
Auditor Rick Findley stated that he believed there had not been a mistake made, but there
was possibly a misunderstanding.
The Commission discussed and defined the misunderstanding and resolved the issue by
clarifying that there was no change in salary.

ADMINISTRATIVE & DEPARTMENTAL FUNCTIONS
NIKKI LAWRENCE – WORK SESSION W/ COMMISSION
The Commission reviewed and approved the agenda.
TANEY COUNTY RETROFIT FINANCIAL ASST. AGREEMENT
Nikki Lawrence presented a letter from DNR announcing that Taney County had been
rewarded an additional $67,000.00 for the Energize Missouri Communities Grant
Program. The Commission directed her to submit a press release informing the public of
the reward.
Commissioner Strafuss moved to table the award letter until 11:00 am. Commissioner
Pennel seconded the motion. The motion passed by vote: Pennel (aye), Strahan (aye),
and Strafuss (aye).
CONTRACTS
Nikki requested that the Commission define which employee should be responsible for
making sure all contracts are signed and sent to the appropriate entities.
The Commission requested that Nikki schedule a work session on contracts for the
following week.
WORK READY MISSOURI
Nikki requested that the Commission take part in this program and use two additional
persons, one in IT and one in the Commissioner’s Office to perform filing, scanning and
other miscellaneous duties.
Commissioner Strafuss moved to approve the Work Ready Missouri Program for the
Commission and IT departments. Commissioner Pennel seconded the motion. The
motion passed by vote: Pennel (aye), Strahan (aye), and Strafuss (aye).
NUISANCE CASES
Commissioner Pennel moved to relieve the Prosecutor of work he has previously done on
cases. Motion withdrawn by Commissioner Pennel
Commissioner Pennel moved to send the first letter to case number 10-0818A.
Commissioner Strafuss seconded the motion. The motion passed by vote: Pennel (aye),
Strahan (aye), and Strafuss (aye).
Commissioner Strafuss agreed to visit the site of case number 10-0825.
Commissioner Pennel agreed to visit the site of case number 04-0428.
Commissioner Strahan agreed to visit the site of case number 10-0818.
