OFFICIAL MINUTES
October 29, 2010, 11th DAY OF
THE OCTOBER ADJOURN TERM
The County Commission met in The Commissioner’s Hearing Room at 8:37 AM with
Chuck Pennel, Danny Strahan and Jim Strafuss present. The following proceedings were
had and made a matter of record:
ADMINISTRATIVE & DEPARTMENTAL FUNCTIONS
AGENDA REVIEW
Commissioner Strafuss moved to approve Monday morning’s agenda as presented.
Commissioner Pennel seconded the motion. The motion passed by vote: Pennel (aye),
Strahan (aye) and Strafuss (aye).
SEWER BILLING POLICY – T HWY
Bob Paulson read a brief outline on what was happening with the sewer billing policy on
the T Hwy project. Sewer rates were discussed as follows: $32.88 volumetric average for
residential customers per month, non-residential customers are required to install a meter
$37.26 for the first 2,000 gallons and $6.85 per 1,000 gallons after that. The sewer board
applies these base rate charges whether the structure is occupied or not.
John Soutee addressed the Commission regarding a lock-out device to shut the service
off. Three issues were discussed: 1.) mobile home park being held responsible if
something doesn’t work. 2.) shut-off’s being added. 3.) policy where you do not pay if
you are not staying there.
John Hooker spoke to the Commission regarding line size concerns.
Jennifer Schmolke gave the Commission a letter and addressed several concerns
regarding the sewer billing policy for mobile home owners.
Discussion ensued and suggestions were made.
The Commission will send notification with a recommendation to the sewer board.

Commissioner Strahan moved to go into Executive Session pursuant to RSMo. 610.021
(3). Commissioner Pennel seconded the motion. The motion passed by roll call vote:
Pennel (aye), Strafuss (aye) and Strahan (aye).

BID AWARD – PROPANE
Linda Gifford gave the Commission a copy of the bid award for propane. We had three
responders. Propane has went up this year increases start at 30 cents and go all the way to
70 cents. Ferrell Gas (Town & Country) was the lowest bidder. Their total cost is $1.51
1/2 this price increased 37 cents from 2009. They are still the lowest bidder. Linda
Gifford made a recommendation to award the propane bid to Ferrell Gas (Town &
Country).
Commissioner Strahan moved to accept Ferrell Gas. Commissioner Strafuss seconded the
motion. The motion passed by vote: Pennel (aye), Strahan (aye) and Strafuss (aye).
Presiding Commissioner Pennel declared a recess.
