OFFICIAL MINUTES
November 04, 2010, 13th DAY OF
THE OCTOBER ADJOURN TERM
The County Commission met in The Commissioner’s Hearing Room at 1:05 PM with
Chuck Pennel, Danny Strahan and Jim Strafuss present. The following proceedings were
had and made a matter of record:
EXECUTIVE SESSION – LITIGATION PER SECTION 610.021.1
Commissioner Strafuss moved to go into Executive Session pursuant to RSMo.
610.021.1. Commissioner Pennel seconded the motion. The motion passed by roll call
vote: Pennel (aye), Strafuss (aye) and Strahan (aye).

FEMA PUBLIC HEARING
The FEMA Public Hearing was held in the Commission Hearing Room at 2:00 P.M.
Members Present: Chuck Pennel, Danny Strahan, Jim Strafuss, Bob Paulson, Connie
Wisniewski, Steve Noe, William Zung and Dale Schmutzler
PERSONAL PROPERTY & REFUND ABATEMENTS
Commissioner Strahan moved to approve rebates for 2001-0371, 2001-0341, 2001-0362,
2001-0340, 2001-0465, 2001-0466, 2001-0501, 2001-0502, 2001-0503, 2001-0504,
2001-0505, 2001-0506. Commissioner Strafuss seconded the motion. The motion passed
by Pennel (aye), Strahan (aye) and Strafuss (aye).
CLEO AGREEMENT
Commissioner Strafuss moved to approve the CLEO Agreement. Commissioner Pennel
seconded the motion. The motion passed by Pennel (aye), Strahan (aye), and Strafuss
(aye).
BID AWARD – F-150 SUPERCREW TRUCK
Linda Gifford met with the sewer board they discussed the three responders. Jimmy
Mitchel Motors was the lowest bidder, they have additional items on their truck. The
sewer board voted to accept the Jimmy Mitchel Motors bid.
Commissioner Strafuss moved to approve the Jimmy Mitchel Motors bid award for the F-
150 Super crew. Commissioner Strahan seconded the motion. The motion passed by
Pennel (aye), Strahan (aye), and Strafuss (aye).
STAN HAGAMAN – PLANNING & ZONING ISSUE
Stan Hagaman addressed the Commission regarding his mobile home park density
requirements & survey concerns. Discussion ensued.
EXECUTIVE SESSION – PERSONNEL PER SECTION 610.021 (3)
Commissioner Strafuss moved to go into Executive Session pursuant to RSMo. 610.021
(3). Commissioner Pennel seconded the motion. The motion passed by roll call vote:
Pennel (aye), Strafuss (aye) and Strahan (aye).
