OFFICIAL MINUTES
November 15, 2010, 18th DAY OF
THE OCTOBER ADJOURN TERM
The County Commission met in The Commissioner’s Hearing Room at 9:00 AM with
Chuck Pennel, Danny Strahan and Jim Strafuss present. The following proceedings were
had and made a matter of record:
PRAYER & PLEDGE OF ALLEGIANCE
Commissioner Pennel led the prayer and Pledge of Allegiance.
PREVIOUS MEETING MINUTES
Commissioner Strahan moved to approve the minutes of 11/5/2010. Commissioner
Strafuss seconded the motion. The motion passed by vote: Pennel (aye), Strahan (aye)
and Strafuss (aye).
ACCOUNTS PAYABLE, JOURNAL ENTRIES/TRANSFERS
Commissioner Strafuss moved to approve accounts payable as follows:

Commissioner Strahan seconded the motion. The motion passed by vote: Pennel (aye),
Strahan (aye) and Strafuss (aye).
PUBLIC COMMENT
Assessor James Strahan expressed his gratitude for all the individuals who prayed for him
during his recent illness.
Mr. Richard Jones thanked the Commission on behalf of the Forsyth Christian
Fellowship for their assistance with the cleanup of a local burned-out home.
Bob Schanz expressed his frustration with the County Clerk’s office, which remained
open on Veteran’s Day. He stated that it would cost the County money because the
employees were paid for working on the National Holiday, and earned two additional
comp days.

ADMINISTRATIVE & DEPARTMENTAL FUNCTIONS
Recorder Robert Dixon relayed two employee vacation requests to the Commission.
INSURANCE DISCUSSION
Human Resources Coordinator Dixie Wagner asked the Commission for further
clarification in regards to the cost increase of employee medical coverage. She expressed
that she had received several inquiries on the matter and would like to know more details
to share at the upcoming Health Benefits Fair.

(3). Commissioner Strahan seconded the motion. The motion passed by roll call vote:

INSURANCE DISCUSSION – CONTINUED
Dixie Wagner, Dawn Bilyeu and the Commission continued discussion on the cost of
employee medical insurance in 2011.
Auditor Rick Findley discussed cost options for medical and dental coverage.

INSURANCE DISCUSSION – CONTINUED
The following parties were present for a continued discussion on insurance coverage and
cost options in 2011: Auditor Rick Findley, Human Resources Coordinator Dixie
Wagner, Ron Houseman, the Commission, and Akers & Arney representatives.
Two primary options were focused on: one, that the County pay amount would remain
the same, the coverage would remain the same, and the employee would be required to
pay the increase in cost; two, that the County pay amount would remain the same, the
coverage would decrease, and the employee rate would remain the same.
The Commission requested that Akers & Arney speak with Coventry about the two above
options, and come back to the Commission with additional information.
Ron Houseman spoke regarding the long term effects of the County declining employee
benefits, the effect that trend would have on the statistics involved in future quotes for
insurance.
Commissioner Pennel moved that for 2011 the County continue to pay $100 towards
dependents, whether it is for spouses or children. Commissioner Strafuss seconded the
motion. JS withdrew 2nd, CP withdrew motion.
Commissioner Strahan moved that there be no increase to the County employees
insurance in 2011 including their dependents, under option one to match last year’s
coverage as close as possible. Motion died for lack of a second.

Commissioner Strahan moved to accept Mercy/Coventry’s Option One plan with a 10.3%
increase at the County’s expense. Commissioner Pennel seconded the motion. The
motion passed by vote: Pennel (aye), Strahan (aye) and Strafuss (nay).
Commissioner Pennel moved that the County continue to pay $100 towards dependent
insurance benefits. There was no need for a second as the motion made was a repeat of
the current policy, and reflects no change in it.
Commissioner Strahan moved that for dependents the County will absorb all additional
costs and the employees will have the same cost as last year. Commissioner Pennel
seconded the motion. The motion passed by vote: Pennel (aye), Strahan (aye) and
Strafuss (nay).
Commissioner Pennel requested that the record show that he voted in line with the wishes
of the future Presiding Commissioner, Ron Houseman.
Presiding Commissioner Pennel declared a recess.
