OFFICIAL MINUTES
November 17, 2010, 19th DAY OF
THE OCTOBER ADJOURN TERM
The County Commission met in The Commissioner’s Hearing Room at 8:00 AM with
Chuck Pennel, Danny Strahan and Jim Strafuss present. The following proceedings were
had and made a matter of record:
Russell Cook of Hollister addressed the Commission about bringing a NASCAR race
track ( 1 and 1/4 mile long) and stadium to Hollister at the intersection of 65 & 86 Hwy.
Funding should be in place by the end of the year. Discussion ensued.
EXECUTIVE SESSION – PERSONNEL PER SECTION RSMO 610.021.3
Commissioner Strafuss moved to go into Executive Session pursuant to RSMo. 610.021.3
Commissioner Pennel seconded the motion. The motion passed by roll call vote: Pennel
(aye), Strafuss (aye) and Strahan (aye).

PLANNING & ZONING CODE BOOK LAND PLANNER DISCUSSIONS
Eddie Coxie handed the Commission the 4.9 permit extensions with corrections.
Discussion ensued.
The Commission verified that they received the letter that Joe Tarvin with EGIS sent to
them.
Joe Tarvin with EGIS addressed the Commission regarding the clay county code book,
and the direction we are going.
Eddie Coxie spoke to the Commission about writing the rough draft of the code book.
The Commission discussed several different ways to help Eddie complete this task.
Frank Preston made a suggestion to continue with EGIS 10 hours with Diane May, she
could review the package as it is completed.
Discussion ensued.
Presiding Commissioner Pennel declared a recess.
