OFFICIAL MINUTES
July 19, 2010, 7th DAY OF
THE JULY ADJOURN TERM

The County Commission met in The Commissioner’s Hearing Room at 9:00 AM with Chuck
Pennel, Danny Strahan and Jim Strafuss present via teleconference. The following proceedings
were had and made a matter of record:

PRAYER & PLEDGE OF ALLEGIANCE

Sherry Veltkamp led the Prayer and Pledge of Allegiance.

PREVIOUS MEETING MINUTES

Commissioner Strahan moved to approve the minutes of 7/8, 7/12, 7/14 and 7/15/2010 with
amendments. Commissioner Pennel seconded the motion. The motion passed by vote: Pennel
(aye), Strafuss (aye) and Strahan (aye).

ACCOUNTS PAYABLE & JOURNAL ENTRIES

Commissioner Strahan moved to approve accounts payable and journal entries as follows:

Checks: 320554 - 320654

Warrant: 5240

Commissioner Pennel seconded the motion. The motion passed by vote: Pennel (aye), Strafuss
(abstain) and Strahan (aye).

PUBLIC COMMENT

Richard Jones spoke about the Cry Out America event outside the Court House on September
11th, 2010. The Commission agreed to have the Maintenance personnel coordinate with Mr.
Jones so the building would be open and available for the attendees to use for heat relief.

Ron Herschend addressed the Commission suggesting an expense guideline for future event
attendance by County employees and Elected Officials.

NORTHERN BAY AT HOLLISTER MAINTENANCE SHED
Connie Wilson with MoDOT made a request, inquiring if the Commission would be willing to
pay 50% for a vehicle wash site at the Maintenance Shed. She estimated the cost at around
$40,000.00 total.

Burt Pitchford, also with MoDOT, clarified that the current carwash at the Shed drains into a
septic system and does not meet current environmental standards.

Bob Paulson clarified with Connie Wilson that the purchase price of the facility would increase
by the approximate $20,000.00 extra for the wash.

Commissioner Strafuss moved to table the issue until there could be a review of the accuracy of
the estimated prices. Commissioner Strahan seconded the motion. The motion passed by vote:
Pennel (aye), Strafuss (aye) and Strahan (aye).

CITY OF FORSYTH REQUEST

Commissioner Strahan moved to approve the City of Forsyth request for Sewer Sales Tax dollars
of $50,000.00 to purchase land behind their sewage facility for the purpose of expansion.
Commissioner Pennel seconded the motion. The motion passed by vote: Pennel (aye), Strafuss
(aye) and Strahan (aye).

ADMINISTRATIVE & DEPARTMENTAL FUNCTIONS

ROAD EASEMENTS – PARKSLEY LANE & BOOKOUT ROAD

Randy Haes with Road & Bridge presented the following seven Easements to the Commission:
Wilson, Tucker, Augustine, Dixon, Nelson, Planchett and Merrill.

Commissioner Strahan moved to accept the Easements into the County system. Commissioner
Pennel seconded the motion. The motion passed by vote: Pennel (aye), Strafuss (absent) and
Strahan (aye).

NIKKI LAWRENCE – WORK SESSION

The Commission reviewed and approved the agenda.

MISSOURI SURPLUS PROPERTY AUTHORIZATION

Commissioner Strahan moved to approve the removal of Gene Rogers and the addition of two
supervisors from the Road & Bridge department on the authorized personnel form.
Commissioner Pennel seconded the motion. The motion passed by vote: Pennel (aye), Strafuss
(absent) and Strahan (aye).

ADMINISTRATIVE & DEPARTMENTAL – PRESS COMMENT

Commissioner Pennel commented on the accuracy of an article in a July 14th, 2010 Taney
County Times article.

MANHOLE RIM IMPROVEMENT CHANGE ORDER #2

Commissioner Strahan moved to approve the $16,100.00 increase request for the Holiday Hills
sewer improvement contract. Commissioner Pennel seconded the motion. The motion passed
by vote: Pennel (aye), Strafuss (absent) and Strahan (aye).

Presiding Commissioner Pennel declared a recess.
